Chansey can't evolve into Slowbro as they are both Tier 2s.

I did go out and find Chansey's only legal evolutions into Tier 3s (Porygon-Z and Aegislash both fit the HP bill, but drop below 0 Attack/SpA or Defense), the best of them seeming to be Chansey ---> Chandelure with a BST of 600 and better than Blissey in every way aside from losing Natural Cure and a very small amount of special bulk

The uber evolutions indeed are allowed, but stance change/zen form doesn't activate on any other pokemon, Same like in BH/AAA or anything in which even if you give these abilities to them, they won't activate

Question about gaining typing - I understand that, if you give something a Gallade cross-evo they gain a secondary Fighting-type. Using this logic, would a cross-evo with Steelix cause you to replace your primary typing with Steel? (i.e. monotype Pokemon become pure Steel while Normal / Flying becomes Steel / Flying)

Is Eviolite allowed? If so, having all the NFEs have access to it seems just a little bit broken. Based on the point about mega evolutions, it seems to be banned, but it's a bit confusing to me in wording.

I divided this megapost into sections: Evolutions & Foundations (and again into Stages). These are further split into subcategories: Masterclass & Specialist.

  • Evolutions are the Pokemon you pick to evolve into.
  • Foundations are the base Pokemon you select in the teambuilder. Some Foundations can also be Evolutions.
    • Evolutions & Foundations are split into Stages. Stage 1 Pokemon can only evolve into Stage 2 Pokemon, and Stage 2 Pokemon can only evolve into Stage 3 Pokemon. Keep in mind not all Stage 2 Pokemon can evolve. Primeape for example is a Stage 2 that cannot evolve because its the final stage in its evolutionary family. Charmeleon is a Stage 2 that can evolve because in the games it's in the middle of its evolutionary family.
  • The Masterclass category is reserved for Pokemon that excel in all areas of evolution: they bring the biggest stat boosts, best abilities, and solid movepools. They may also grant a favorable typing change. Foundation Pokemon are considered Masterclass if they start out with all-around good stats, good typing, and access to a deep movepool already.
  • The Specialists category tend to excel in just one particular area, whether that be a very noticeable increase in a single stat, a coveted ability, or access to a highly viable movepool. They may be outclassed by the Masterclass Pokemon overall, but they still retain a niche that allows them to shine.

(The benefits that Dragonite bring are arguably unmatched by any other Pokemon. It provides a nice chunk of health and defenses which combo well with the ability Multiscale. The large boost to Attack and the move Dragon Dance will define physical attackers in this metagame, especially those that retain their Normal-typing now that they can run Extreme Speed for STAB. The addition of the Flying type and the strong special move Hurricane can give you a customizeable Flying Pokemon of your choice. The rest of its movepool consists of many options in attacking and support: Earthquake, Ice Beam, Thunderbolt, Fire Blast, Surf, Draco Meteor, Waterfall, Dragon Tail, Heal Bell, Roost, Thunder Wave, Focus Blast, Aqua Jet, Haze ... If you're looking for a Stage 3 Pokemon, you should be asking yourself "Why not Dragonite?")

A simple set of Swords Dance, Close Combat, Knock Off, and coverage looks like the go-to choice for any Gallade build. It also packs utility moves such as Will-O-Wisp, Thunder Wave, Taunt, Disable, and Destiny Bond to break stall and offense alike.)

Notable rare moves: Extreme Speed, Aura Sphere, Nasty Plot

(Normally Togekiss plays a more defensive or bulky attacker role, but here it's posed to grant a solid offensive boon to both special and physical attackers. 40 Speed and Special Attack with Nasty Plot and access to many viable special attacks will give your specially-inclined Stage 2 Foundations a lot to work with. Serene Grace is the preferred ability for them, and Pokemon that already learn moves such as Scald, Moonblast, Lava Plume, and Discharge are salivating just thinking about the potential for hax. Physical attackers aren't lacking with Togekiss either, what with Hustle and Extreme Speed itching to be abused, which more than make up for the paltry +10 boost to Attack in some instances.)

Vivillon | Adds secondary

Notable rare moves: Sleep Powder, Quiver Dance, Hurricane

(If you need a special attacker that can work with two coverage moves, you need not look any further than Vivillon. Thanks to Compound Eyes and Sleep Powder, your special attacker will have a fairly easy time boosting up with Quiver Dance, which after taking the huge boosts to Special Attack and Speed into account, can make some Stage 2 Pokemon terrifying in just two turns. The addition of Flying should help balance this option a bit, meaning at best your Pokemon will take neutral damage to Stealth Rock. Plus you lose a smidgen of Defense, so don't count on tanking any physical hits at all unless your Defense is already decent, but looking at most special attackers indicates that's very rarely the case.)

(Don't let its lack of notable rare moves fool you. Tyranitar offers an astounding move pool on par with Pokemon like Dragonite, letting players augment their Foundation with many special, physical, and support moves. It also adds a well-rounded collection of stats with a bit more favor for the physical side than special. Most notably it adds the Dark-typing, so pair it with a Stage 2 that learns Knock Off naturally (and couple it with Unnerve to counter any Colbur Berry strategies!). Sandstream is a double-edged sword: obviously it wants a Rock-type Stage 2, but Rock/Dark while although a good offensive type, is bad defensively. Adding it to a Steel or Ground Pokemon, of which there are plenty, remains a wholly viable option too.)

Clefable | N/A | Cute Charm / Magic Guard / Unaware

(It may only grant so-so boosts across the board, but those combined with a top-notch ability and a huge movepool are enough to push Clefable into the Masterclass category. Magic Guard alone already separates Clefable from every other Stage 3 (Reuniclus does bulk better but grants no Special Attack, Alakazam's boosts are poor), plus without any new typing it's extremely customizeable which means you don't have to worry about tacking on a potentially unfavorable type combination to your Foundation.)

SPECIALIST

(Bar its very healthy addition of Speed, Talonflame's boosts pale when compared to the Masterclass Pokemon listed above. However, this isn't about boosts, it's about the ability Gale Wings. Sure, +8 to Attack is downright insulting, but slap it on a Flying-type with an already decent Attack (Golbat's 80 is the highest) and give it Swords Dance and you have a new version of Talonflame. The key here is to weigh the other factors that your Stage 2 brings, namely a typing that doesn't leave it x4 weak to Stealth Rock, along with other moves to augment your coverage.)

(Contrary has the potential to be broken on the right Stage 2. All it needs is a STAB move that drops stats and good coverage (it will get Leaf Storm should it want Grass). Namely, Overheat and Draco Meteor stand out, but other things such as Close Combat and Superpower are quite viable as well. On top of that it gets its Attack boosted by Intimidate. Monferno, Grovyle, Pignite, and Dragonair could be quite dangerous with this.)

MASTERCLASS

(There's really no reason not to run Milotic on your team thanks to its absurd boosts to every stat bar Speed. Its movepool may not be that deep but access to Scald, Coil, Recover, Dragon Tail, Ice Beam, and Hydro Pump can augment the right Stage 1. Reliable recovery alone is probably enough to choose Milotic over anything else, honestly. (And those boosts. Don't forget about the boosts.)

The secondary Steel is more helpful than potentially hurtful unless its overriding a better combination.)

(Chansey's astronomical boost to HP is enough to secure it a spot on nearly every team, but its large movepool can't be overlooked either. However, Serene Grace has its uses too when you account for its many moves with secondary effects.)

Notable rare moves: Flare Blitz, Extreme Speed

(Arcanine doesn't excel in any one category. Rather it's pretty well-rounded everywhere. It offers solid boosts across the board and three very viable abilities, with Flash Fire granting the strongest choice for a lot of Pokemon that need to patch up a Fire weakness. Besides attacks it gives access to decent recovery in Morning Sun, and Will-O-Wisp to thwart physical attackers.)

Vespiquen | N/A | Pressure / Unnerve

Notable rare moves: Heal Order

(She may not grant the biggest movepool but she does provide very notable increases to overall bulk. Fortunately it doesn't end there because she also adds two large boosts to both attacking stats. Generally Vespiquen should be used for defensive builds due to the noticeable drop in Speed, so take advantage of Defog and Heal Order, with options like U-turn and Power Gem being little bonuses.)

(Noivern is like a bulkier Vivillon with better coverage options and worse abilities. Still, there are other attacks should you need them like Flamethrower, Draco Meteor, U-turn, Psychic, Shadow Ball, and Switcheroo. Most specially inclined Stage 1 Normals will want Noivern unless Exploud's Scrappy is more appealing.)

A meaty boost to special bulk, very usable Speed, and a nearly-unrivaled addition to Special Attack and many good special moves plus the boosting move Quiver Dance present battlers with tons of options. It's slightly outclassed by Vivillon in most aspects, particularly its abilities, but Flame Body has utility at keeping physical attackers on their toes, something most Vivillon sets lack.)

SPECIALIST

Poison Heal is appetizing for supportive or defensive Foundations, but without the boosts to bulk, it leaves them vulnerable even after the extra recovery. Use it for Technician instead.)

Malamar | N/A | Contrary / Suction Cups / Infiltrator

Notable rare moves: Topsy-Turvy, Knock Off

(This is your best option for a Contrary Stage 2 (Malamar beats out Servine in everything except Speed, by 2 points). It provides Superpower, so all you need to do is come up with other attacks that lower stats, and they can be physical, special, or both. Mienfoo, Murkrow, and Magby look particularly good here.)

(In terms of boosts, Gliscor's are pretty lackluster. The main selling point is a bulkier Poison Heal user, however, and one that doesn't change the Foundation's typing either. Use Gliscor to create your own super supporter with fast recovery, Knock Off, Defog or hazards, or even a Swords Dance set that can't be statused.)

Ninetales | N/A | Flash Fire / Drought

(It boasts all-around good stat boosts (dat random 31 tho) but the crux here is Drought which can turn your Fire-type into a mean weather abuser. Don't think Ninetales is just for Fire-types either! Something that wants a strong Grass move for coverage can slap on Solarbeam, plus the weather disruption may come in handy versus enemy Drizzle, Sandstream, and Snow Warning setters.)

Avalugg | N/A | Own Tempo / Ice Body / Sturdy
+40 HP / +48 Atk / +99 Def / +12 SAtk / +11 SDef / +0 Spe
Notable rare moves: Rapid Spin, Recover

(If you want a hugely physically bulky Pokemon with Rapid Spin and recovery, there's none better than Avalugg. Or maybe you just want to bolster your defenses overall while adding Recover to your Stage 1's movepool. It's all the things that make Avalugg great without the poor mono Ice-typing.)


Porygon2

85/80/90/105/95/60 BST: 515
Porygon2 is the only Stage 2 Pokemon with over 500 BST. It also has an unique Normal typing for a Stage 2 Pokemon making it a neutral choice for most Stage 3 cross evos as it has one weakness, no resistances, and one immunity. Porygon2 also has a nice movepool meaning it can benefit from some "setup centric" movepools (i.e. movepools with setup moves). Porygon2's natural BST also means it can have a hight BST total depending on its evolution making it a nice choice for bulky special attacker cross evos such as Hydreigon.


Magmar

65/95/57/100/85/93 BST: 495
Magmar is another one of those amazing Stage 2s because of their standard evolution being introduced in Gen 4, meaning Magmar was meant to be a final evolution. Magmar has a really good sized movepool, meaning it can appreciate potentially gaining a type and, with its decently mixed offenses, it appreciates a plethora of potential evolutions as well.


Electabuzz

65/83/57/95/85/105 BST: 490
In a similar vein to Magmar, Electabuzz is a really versatile Stage 2 thanks to its mixed offenses and great natural Speed stat. Electabuzz also has a lot of coverage moves such as Focus Blast, Psychic, Low Kick, and Fire Punch meaning if it can cross evolve with a Pokemon that has access to boosting moves, it will be a very big threat to watch out for.


Rhydon

105/130/120/45/45/40 BST: 485
Arguably one of the best Stage 2 Pokemon out there, Rhydon offers immense physical bulk and attacking power. It appreciates gaining special bulk from its new cross-evos while a new ability is better than anything it has thanks to it not having Solid Rock like its original evolution. Ground and Rock are also really solid typings, meaning it can easily pair with other typings to make a really nice offensive or defensive combo.


Magneton

50/60/95/120/70/70 BST: 465
Another one of the greats, Magneton has awesome special stats as it has a better initial Speed stat from its standard evolution as well as roughly the same power. The typing it has is really good as well although it does come with some common weaknesses. Magneton is probably best off cross evolving with Pokemon such as Hydreigon to gain an average Speed boost as well as a massive amount of Special Attack.


Dusclops

40/70/130/60/130/25 BST: 455
Dusclops brings amazing defenses and a great defensive typing, making it a top notch defensive Foundation. Its decent movepool means it already has access to moves such as Will-O-Wisp, Trick, Calm Mind, and Shadow Sneak. Give it a cross-evolution that provides reliable recovery and a decent secondary typing and Dusclops would make for a nice Extreme Speed immunity as well as an amazing wall.


Golbat

75/80/70/65/75/90 BST: 455
Golbat has a pretty decent movepool itself with access to things such as Brave Bird, Roost, Taunt, Defog, Nasty Plot, and Toxic. It also has a really nice, somewhat even, stat spread that can allow it to become a really good special attacker or powerful physical attacker with a decent amount of speed. Its typing, should it remained unchanged, is pretty decent as well with a 4x resist to Fighting- and Bug-types.


Sliggoo

68/75/53/83/113/60 BST: 452
Sliggoo sports an amazing special movepool with moves such as Thunderbolt, Ice Beam, and Sludge Wave. Sliggoo also has amazing special bulk as well meaning with the right Foundation, it can be a great special wall. Sadly, Sliggoo lacks recovery in its own movepool, meaning a Foundation with it is nearly a necessity.


Piloswine

100/100/80/60/60/50 BST: 450
Piloswine has amazing STAB coverage with access to STAB priority as well making it a really effective Stage 2 Foundation. Giving this a cross-evo with access to Swords Dance or Dragon Dance with an Attack or Speed boost makes this a very potent Foundation to watch out for.


Doublade

59/110/150/45/49/35 BST: 448
Doublade has an astounding Defense stat and an excellent typing, making it one of the few Stage 2s that would rather have a Masterclass or Specialist cross-evo that doesn't change their typing. Doublade also appreciates being able to gain a new ability as No Guard isn't beneficial to most of the moves it currently has, which is has nearly everything in its own movepool for a nice bulky physical sweeper with Swords Dance, Iron Head, Shadow Claw, Shadow Sneak, and Sacred Sword.


Klang

60/80/95/70/85/50 BST: 440
Klang is a really nice option thanks to it having access to the unique Shift Gear, which is basically a better Dragon Dance, and the fact that it appreciates being able to gain new moves and possibly a new STAB from cross evolving. This means things such as Salamence and Dragonite are very nice options as it gives it Skarmory's typing while also providing it with a massive amount of moves (sadly no good Flying STAB).


Lairon

60/90/140/50/50/40 BST: 430
Lairon makes for a really solid Foundation as it has a decent Attack stat and an above average 140 Defense stat. It also appreciates a Masterclass or Specialist that can change its typing as Steel offers up defensive capabilities making it a decently good wall while Rock offers up good offensive coverage which can turn it into a powerful attacker. Sadly, it does lose out on a recoilless Head Smash, which may deter one from using it as a Foundation.


Metang

60/75/100/55/80/50 BST: 420
Metang is a really decent Foundation boasting STAB priority in Bullet Punch as well as a plethora of coverage and potential STAB moves such as Grass Knot, Earthquake, and Hammer Arm. Sadly, it has a low Speed stat, but with the Steel typing, it can become a fearsome wall / Fairy killer while being able to get around a low-ish Speed stat thanks to priority.


Gurdurr

85/105/85/40/50/40 BST: 405
Gurdurr has a really nice mono Fighting typing with STAB Mach Punch and Drain Punch. It also has access to Bulk Up, meaning a decent Masterclass or Specialist that buffs its HP, Special Defense, and Speed can make it a very viable bulky win condition.


Haunter

45/50/45/115/55/95 BST: 405
Haunter has two amazing type should it cross with an evolution that changes it type, making it very versatile since it has access to quite a few moves already. It sits in a similar boat as Kadabra as it benefits from the Specialists such as Hydreigon.


Togetic

55/40/85/80/105/40 BST: 405
Togetic may not offer up much in the ways of BST, but it does offer a decent movepool and an excellent defensive typing, meaning it can be a very versatile Foundation. Having a low HP stat means its bulk is a tad comprised so it would really appreciate having that beefed up as well.


Kadabra

40/35/30/120/70/105 BST: 400
While Kadabra is very frail, it has a very high Special Attack and Speed stat meaning it can benefit from evolutions that offer up high boosts in these such as Hydreigon. Kadabra does hate losing its old abilities, but this can make it a very big offensive threat to watch out.

Steelix is a pretty dope cross-evo in that case.

As you can see, Steelix grants a huge Defense boost while providing a reasonable SpDef boost. It also grants the user Steel-type, and because its primary it can lead to some cool typings. However, it does have one big flaw - it lowers Speed by 30 points. This might not seem like an issue at first glance, as most walls don't really mind. However, you'll be surprised by the amount of 1st stage mons that are bulky and have 30 speed or less, making them ineligible. Some examples:

Goodbye Skarmory - hello Gligar! With a massive 105/145/85 bulk, a great typing, and reliable recovery, Gligar is a force of a wall. Movepool wise it doesn't provide much that Gligar already didn't have, but what it does give (Gyro Ball, Curse, Roar, and Dragon Tail) is pretty nice. Maybe you can even pull off some Sheer Force shenanigans? Really good move overall



105 / 100 / 110 / 110 / 95 / 10

Pretty good defensive stats and a usable Steel typing, Porygon makes for an interesting bulkmon. What really interests me is the fact that it has good offenses on both sides, and that Gyro Ball is going to hit things like a truck. Porygon also has natural access to Trick Room, which may or may not be a thing. What makes this notable is that Steelix has Sheer Force, which boosts a big part of Porygon's huge SpA.



95 / 80 / 80 / 90 / 110 / 10

A little less exciting than the others, Frillish still sports a pretty nice typing. While its physical bulk isn't the highest, it has many ways to burn opponents. It can use Sheer Force to offset its mediocre SpA, or it can use Gyro Ball's insane BP to offset its even lower attack.
 
This is a really cool idea. I had an idea just like this myself recently, but I think it's turned out much better here as it would have had I submitted it. (Shame it's not eligible for OMotM, but unfortunately I don't think there's any way to avert that)

Hitmonlee/Hitmonchan/Hitmontop seem to give very powerful boosts as compared to other lines, as they each have a BST of 455 as compared to Tyrogue's measly 210 (resulting in a +245 net boost). Just for comparison:
Hitmonlee: +15/+85/+18/+0/+75/+52
Hitmonchan: +15/+70/+44/+0/+75/+41
Hitmontop: +15/+60/+60/+0/+75/+35 (probably the most promising of the Hitmons in terms of ability and movepool)

Speaking of Fighting-types, Hariyama (+237) and Lucario (+240)'s boosts also seem very promising:
Hariyama: +72/+60/+30/+20/+30/+25
Lucario: +30/+40/+30/+80/+30/+30 (instantly turn anything into a mixed attacker! you also get a free Steel-type out of the deal, which is nice)

Unlike Mix & Mega, there aren't any good options for No Guard donors for special attackers. There are, however, some for physical attackers:

Golurk: +30/+50/+30/+20/+30/+20 (+180 net boost)
Doublade: +14/+30/+50/+10/+12/+7 (+123 net boost)
Machamp (only use this if you're already a stage 2): +10/+30/+10/+15/+25/+10 (+100 net boost)

I can't say I'd recommend one of these over the others in terms of movepool, so you'd probably be best off going with Golurk and choosing something with a movepool already suited to abusing No Guard.

Alternatively, Gabite to Garchomp on... pretty much any second stage (where it's applicable of course), really. Net +190 isn't that much compared to some of the first-to-second stages, but it's a lot for something that's already in the second stage, and Rough Skin + that HP boost also help a lot. (Alternatively, the other pseudo-legends aside from Goodra are also good picks for second stages, and Dragonite might even be better than Garchomp given Multiscale, but Garchomp was the one that seemed the best pick at first glance)

This might seem odd, given that Marshtomp is normally primarily physically-oriented, but Vivillon's changes from its previous form Spewpa are specialized in such a way that gives anything with even passable Special Attack and Speed great improvements in those stats. Add in Quiver Dance, Compound Eyes, decent 105/90 special bulk, an accurate sleeping move in Compound Eyes Sleep Powder, and a great array of coverage including the likes of Hydro Pump, Hurricane, Blizzard, Earth Power, and Energy Ball plus reliable recovery in Roost if you need it, and you've got a dangerous sweeper on your hands. (tbh this is probably outclassed but I just couldn't pass up that coverage, plus it's fun)

edit: nevermind, Seadra does this better. Marshtomp still has the edge in terms of bulk and coverage, but if you want raw power Seadra is probably the way to go.

edit 2: Vivillon (Seadra)'s stats, for reference: 90/95/85/158/65/145. That totals to 638

logically speaking, the whole point of 'cross-evolution' is that you have in fact evolved into a different Pokemon, which would make it impossible to use that signature item. Though if something cross evolves into marowak, can it use thick club?

Into is a no, according to the op. Evolving from Cubone should work, however, since the item is specific to their evolutionary line rather than their species and crossing doesn't change the availability of signature items.

I still doubt that's the case, but if it is... oh boy, hail Cubone > Hitmonlee. At that point you're basically Mega Mawile with a worse defensive typing and reliance on a removable held item (as opposed to the non-removable Mawilite) but even more ridiculous power and a half-decent Speed stat to make up for it.

Pretty sure weather is nuts here, by the way - a lot of the Swift Swimmers/Chlorophyllers have low BST stage 1s, and I covered Excadrill briefly in my post above. Even the setters are much better now.

In addition to the better general quality of weather abusers, as you've touched on in this post, there's also more diversity in them: Normally the vast majority of Swift Swim users and all Chlorophyll users are Water- and Grass-type, respectively, but here you're able to use pretty much anything that doesn't directly conflict with the effects of that weather condition (i.e. a Fire-type Swift Swimmer). In other words, weather teams will be less predictable and more viable as a result. (also finally Fire-type Chlorophyll users, yay)
 
Speaking of Fire-type Chlorophyll abusers, Sunflora goes from being one of the worst mons ever to being an excellent donor for any stage 1 Fire-type already packing decent speed, thanks to its massive SpA boost and access to Chlorophyll and Solar Power.

(For a second, I thought that the metagame gave the receiver the moves gained by evolution with no other limitation, which makes more sense. that, and maybe also all level-up moves? The current setup doesn't really make sense. I made sure all of these sets would be legal either way, though.)

Basically Mix-and-Mega normal Evo edition. Now let me put my thinking cap on and cook up some threats. Threats that aren't Gallade-based, Gallade's existence is flat-out unfair and abusive. But anyways, have some Pikachu!

yeah, that's what I'm wondering about as well. don't get me wrong, I still think that cross-evolving into Gyarados should be banned, but in particular its stat gains of +75/+115/+24/+45/+80/+1 are very lopsided compared to Milotic's +75/+45/+59/+90/+70/+1 gains, and I don't see Gyarados cross-evolutions being as threatening as the stupidly bulky abominations that Milotic can produce as a result.

Very frail, but it has an absolutely absurd amount of power factoring in its base 150 Special Attack stat and Sheer Force. No doubt it'll struggle against offensive teams given the high amount of speed creep that's a natural result of this meta's main mechanic, but it's able to tear apart slower teams, and has two powerful STABs in Psychic and Earth Power to boot. Essentially, it's a direct improvement over Life Orb Alakazam in standard.

That, and Gyarados only affects first evolutions, while Gallade affects second stages. So between Gallade and Milotic, Gyarados alone being banned as a donor is pretty strange.
