a Specs Lucario is awesome since it can actually break Bliss without any alt physical move. But an LO set could work as well with CC>Aura Sphere

Generally people evolve them from phanpy.
They (phanpy) are a swarm pokemon in d/p though fairly common in gen 3 games.
