Most games aren't streamed on Twitch but you can spectate them directly on http://smogtours.psim.us/ instead.
Smogon's Twitch channel does go live for a few hours every week (generally Sunday as this is the day with the most games since it's the day of the deadline) with a rotating cast of live commentators that give commentary on ongoing games among other things. This is called Smogon Gameday.
