Snorlax is like that all the time. It can't just "slack off" - whenever it's given a chance to relax (or... really whenever it's not eating), it just falls right to sleep, which is to say that it skips straight from "active" to Rest, while Slack Off is an in-between that it can't achieve.
Recycle is its next-most-reliable form of recovery because that means it gets to be eating the whole time.

They're also not very... draconic? Honestly I was never truly sure why they're Dragon-type in the first place, and it makes sense to me they wouldn't have traits usually associated with the type.

They're really not that type of dragon. If I were to put them under an "element" I'd more classify the Eon Duo as air and water dragons, they're design aesthetic is very aerodynamic due to being based in a jet. They're also more "spiritual" based, based on deity-level beings "aeons" which sort of have a Yin-Yang dichotomy. Thus they don't learn Flamethrower of Fire Blast but now are able to get Mystical Fire.
As admittedly from GF (case in point: Lugia), lot of the old legendaryes got the Dragon or Psychic (or both) types purely because they were perceived as the "strongest" types.They're also not very... draconic? Anyways, to get on-topic, one of the more baffling things that have been done in terms of event moves is making Eruption Heatran locked into a Quiet Nature. I mean, Gen IV also had the crown beast events with locked natures, but at least with those ones you can see why they got those natures(For Raikou and Suicune they didn't want to lower either attack stat because the event moves included both physical and special ones, and they didn't want to compromise the bulk of the latter, while Entei got Adamant because its moves were all Physical), can't really say the same for the Pokemon given a move that deals less damage if it gets hit first. At least Mints can fix that now, not that Eruption Heatran will take the meta by storm with that base speed, but it is an improvement at least.

Back in Gen VII when they did all of those legendary events, they made short videos on each of the focused Legendaries. Apparently they had three types in mind for Lugia(Water, Psychic, and Flying), and they decided to forgo water so that way it didn't have a type advantage over Ho-oh.
While this wasn't mentioned in the video, Lugia was created by the anime team specifically for the second movie, and had no types in mind for it, and weren't even expecting it to be made "official" via being put in the games. That's why in the Spaceworld '97 demo, Lugia doesn't exist and Ho-oh is the mascot of both versions.

That's honestly hard to say; there are a lot of moves learned in Gen 1 level up movesets that aren't in later movesets. It's quite possible that they just had a change in direction for the moves they wanted Jynx to learn. Granted, most of these are non-offensive moves, but still.Also Jynx was able to learn Thrash in the first generation games but can no longer learn them second generation onwards, though the removal was probably related to the Controversy Jynx had when it was colored black.
