Thanks for clearing that up. (Though the mechanic isn't about swapping attacking stats.)

I've started writing a draft. Is there a place I can copy-paste the "standard OM banlist" from?

Psyshock, Psystrike, and Secret Sword all override which defensive stat is used, using the defense stat regardless of category.
btw you can check Move/Abilities/Items here and the damage calculator has a feature to see what happens when an attacking move has its category swapped.

Movepool inheritance ideas have been submitted here before, but I think this is an interesting take on it. I looked through this thread and I don't believe this has been proposed before, but I might be wrong.

This opens up exciting possibilities for a lot of Pokemon, especially ones with common abilities.

Potential bans and threats:

:zeraora: gets Bolt Beak. Enough said. Luckily, Fisheous Rend inheritors are typically slow and/or lack STAB or high Attack. :drednaw: might still be terrifying with Strong Jaw and a Scarf.

:gyarados: and :landorus-therian: get Brave Bird from :staraptor: if you can inherit from natdex Pokemon, and Dual Wingbeat from :Salamence: otherwise.

If you can inherit from natdex, restrict taking from :smeargle:, for obvious reasons.

Pressure users can take exclusive moves from the multitude of Pressure legendaries. :zapdos: gets Aeroblast, :corviknight: can spread burns with Sacred Fire, and a few others get valuable coverage.

:blaziken: gets Court Change and Pyro Ball. :rillaboom: gets trapping shenanigans with Spirit Shackle.

Water Shuriken! :vaporeon: and :gastrodon: seem like the best users. If you can inherit from natdex, Water starters like :primarina: and :blastoise: also get it. Shell Smash Water Shuriken Blastoise is scary.

:tapu koko: :tapu lele: :tapu bulu: all get their terrain interaction moves, along with Play Rough for Koko and Bulu. These might be restricts.

Ultra Beasts are fun:
:xurkitree: gets Agility, which might help patch up its disappointing Speed. It also gets a multitude of much-needed coverage moves. idk if this will be viable.
:kartana: gets Iron Head, Power Whip, and U-Turn. Ouch.
:celesteela: gets Volt Switch and Synthesis.
:nihilego: and :blacephalon: also get Volt Switch.

:rotom-wash: :rotom-heat: The Rotoms expand on their already huge support movepool, getting tools like Rapid Spin, Stealth Rock, and Recover.

:hitmonchan: can actually utilize Double Iron Bash's insane flinch chance. This is probably a restrict.

You noted Hitmonchan (and by extension, every other Iron Fist user, all of which are better than Hitmonchan) getting access to Melmetal's Double Iron Bash, but I find Melmetal itself getting access to Bullet Punch more noteworthy.

Mew should probably be restricted, especially if you choose not to force Pokemon to run the ability they're drawing from.

:ss/politoed:
Likely reclaims its role as premier rain setter, as it can use Pelipper's Roost and U-turn without being weak to Stealth Rock.

:ss/drednaw:
It's stronger than Dracovish and nearly as fast. It doesn't need a scarf to be terrifying. Quickban this shit. Also, if the user's ability doesn't need to align, Drednaw, Seismitoad, and Poliwrath can all use Fishious Rend with Swift Swim.

Nah, since you can mix and match the movepools you receive from, and also don't lose access to your original movepool.

Gets access to Roost, with the latter getting No Retreat and Sword Dance.
:ss/Kabutops:
If I remember correctly, using Lock Jaw would let you use No Retreat multiple times, and Kabutops shares an ability with Drednaw and Falinks. Armaldo also gets this combination but Kabutops also gets Weak Armor moves as well.

I mentioned Hitmonchan because it’s the fastest, and as such can use the flinch chance the most.

:toxapex: :stunfisk: :musharna: Anything with Limber or Synchronize can transform now, which is hilarious. Musharna has the highest HP; if Mew’s moves are restricted, the next highest is Stunfisk. You could also use Toxapex to soak up a hit before transforming.

:ferrothorn: gets Morning Sun. :toxapex: gets Will-O-Wisp. These seem annoying.

:cinccino: :scyther: :persian-alola: None of them are particularly powerful, but fast Technician users can snatch boosts with Spectral Thief.

:urshifu-rapid-strike: (Rapid Strike) gets Wicked Blow as strong coverage.

Strength Sap has just the right distribution so that the top walls (except :blissey:) don’t get it, but :skarmory:, :tangrowth:, :amoonguss:, :eldegoss:, :vaporeon:, :pelipper:, and even :volcanion: are substitutes.

The nearest I know of was Ability Bridge, which might have been a failed proposal for Gen 7. The difference there was that you could only share from the ability you were currently running, unless it was Levitate, Pressure or Shadow Tag, when you couldn't share at all.

Btw, how do Pre-Evolutions and Formes factor into this?
Weavile’s own abilities are Pressure and Pickpocket, but Sneasal has Inner Focus and Keen Eye as well.
Additionally, Landorus has Sand Force and Sheer Force in its Incarnate forme, but has Intimidate in its Therian forme.
In Metagames like STABmons, a Pokemon like Scizor gets Flying type moves, and Rotom gets Ghost/Fire/Water/Grass/Ice/Flying moves, but this metagame may be different.

I assume pre-evolutions' ability-movepools would "carry over", because that's how STABmons and Alphabet Cup work. In this case, Weavile gets Dragon Dance from Dragonite.

Yeah, that’s what I figured, but I didn’t mention it because I couldn’t think of any examples. Here are some though:

:thundurus-therian: finally gets Flying moves from Tornadus or Whimsicott.

:landorus-therian: gets Brave Bird and Will-O-Wisp.

With 5 abilities across its line, :tyranitar: gets a myriad of moves like Head Smash, Swords Dance, SHORE UP, and Brave Bird for coverage.

The physical attacking Eeveelutions (:flareon:, :leafeon:) get Crabhammer for coverage. The defensive ones (:espeon:, :umbreon:) get Leech Seed and Stealth Rock.

And unrelated to evolution or forme change:

:ninetales: also gets Tyranitar’s weather/healing combo with Morning Sun.

:cloyster: gets Crabhammer as a high-power Water STAB. Sheer Force users like :nidoking:, :conkeldurr:, and :darmanitan:, as well as the aforementioned Eeveelutions, get it as coverage.

:moltres:, :heatran:, :chandelure:, :xurkitree:, :nihilego:, :venusaur:, :slowbro:, and :slowking-galar: all get Quiver Dance.

Melmetal gets Rock Polish from Golurk, in case you still thought Hitmonchan's better-than-awful-but-still-very-mediocre speed was something to worry about.
 
Honestly, a issue I have with this metagame idea is that Movepools become so bloated for most Pokemon.

Also consider a Pokemon only needs to have that ability as an option or some pre-evolutions and alternate forms too. Basically every Pokemon runs their strongest STABs with the best coverage/status moves they can get. Even after all the big bads like Extreme Speed and Spore are banned, so many Pokemon have access to nearly all the moves.
 
I think limiting to just sharing with Pokemon whose ability you actively share is starting to sound like the better starting point. It will tighten movepools significantly but increasing the power of the metagame over time sounds like it would just be cleaner.

I don't have the set right now, but Trick Room Head Smash Maro-A is just the starting point if you don't restrict moves.

Ferrothorn gets some very nice tools from Togedemaru. The main tool is U-turn (and Volt Switch), allowing it to serve as an even more effective pivot, and allowing it to more easily heal its allies with Leech Seed, but it also gets Super Fang, Wish as an alternative to Leech Seed, and Nuzzle as an upgrade to Thunder Wave.

Rain is nutty, thanks to Omastar sharing Shell Smash with every Swift Swim user. Barraskewda is probably too frail to use it, but the others can use it to rip through teams even after rain runs out.

Even if Shell Smash is banned from non-native users, Barbaracle can still use it to great effect, especially now that it upgrades its Fighting coverage from Cross Chop to Close Combat. It also gets Accelerock and a sidegrade to Earthquake in Drill Run (high crit chance and 4 higher base power, but has a chance to miss and activates stuff like Rocky Helmet).

Dracozolt can borrow from its misshapen brethren to smash any Ground-type looking to block its Bolt Beak with a Fishious Rend.

Just about the most optimal FEAR strategy you could ask for. Toxic can't stop it, sandstorm can't stop it, spikes can't stop it, priority can't stop it, Ghost-types can stop it but go down in the process.
