It's actually 255 to the EV in question so you lose out on the random 4(6) evs that could otherwise go into another stat.

Yes, it does duplicate, or create extra copies, of the TMs, so long as the IV is greater than the amount you currently have of the TM. It just sets the quantity to the value of the TM.

31 usable ones. Just note that changing the IV quantity after the code will not affect the IVs, and TMs may completely disappear if there is a 0 in any stat.

It's one stage, as in one of up to six stages a stat can be raised or lowered.

That is, you know the stage formula... (2+X) / (2+Y), where X is your attack up or their defense down, and Y is their defense up / your attack down, if I remember correctly. Since the attack does down, attack strength is 2/3 of original. I think.
