Yes they are. If no one has battled in 48 hours, you can battle anyone you want for the kingship.
If someone has won within 48 hours, you need to challagne them because they are still King.

for some reason the computer wont recognize the action replay it runs windows 7

Yea, you have to have the action replay plugged into the computer to copy the codes into the action replay it self under the game file -
