Name a hard counter to Staraptor besides bulky rotom. =P

In UU, Staraptor is very hard to wall. Him itself is a wall breaker.
Staraptor has that speed, Intimidate, Close Combat, U-Turn, and like... stuff.

Staraptor can 2HKO anything in UU or better, and it outclasses any bird pokemon in the lower tiers by far. It is basically like a better Honchcrow. D:
