It can't learn it via level up. You have to use the Smeargle as the Male parent to get Light screen and Haze onto it...Then breed one of the male hatchlings with a female D-nite. (Golduck is in two egg groups...Ground and Water 1...D-nite is also in Water 1 egg group.

I told you wrong about Milotic, but I have figured out the correct chain to get both Haze and Light Screen onto Dratini.
