Well the trick with it is that you bring it in on something that you are expecting to switch out. Say Taillow. You sub then attack what come in. Hit and run style. That way you don't need the prediction. You only actually use charge beam later in the game when you are attempting a sweep. Say when the opponent has no electric immunity. Charge beam the switch in and then use the move of choice then. I will agree it isn't the best set and you can take it down. I would say though that if you do take it down have it in OC.
