No you don't need to beat the game necessarily, and about the C-Gear you need to obtain it if you want to RNG with C-Gear seeds, which are harder than the nonC-Gear ones, when the new RNGreporter and guides come out you'll only need to RNG via nonC-Gear because is way too easy, the only thing you will need about C-Gear seeds is to RNG in the High Link :)
hopefully new RNG Reporter will make things easier with the new carts, we'll see.
