If it's like Zomgtimer, then just put 0, after you enter the world, capture and check the IVs of that seed you will have to adjust your timer to the delay you actually got and the timer will add or substract delay depending on that

If you target is 25 then if you use a C-Gear seed the formula would go like these:
Target – Initial – Starting + 1 = Advances Required
25-3-1+1= 22 and then just talk to the Pokémon, and yeap pretty much that's the only way to check if you hit your seed without an AR :/
Yes they do but remember that in this gen the PID and IVs are separated and should be advanced the same way, walking 128 steps advances the frame for IVs
sweet scenting advances the PID frame by 3
talking to a stationary legendary advances the IV frames by 120 frames per second i think
