If you're trying to rng capture a non-shiny lugia, i would say a heavy ball or a dive ball would work. :)

Only the phones call won't advance the frame but clicking on lugia will advance the frame by 1
Sorry. I was getting a haircut. Now about rng abusing the lugia, you have to advance the frames in front of the door that is outside of the room where lugia is. That's how the phone calls work. They only work outside of the room where lugia is in.
