While those IVs do yield HP Ice, it would be much better to use this IV Spread:

31/HP_E/30/31/31/31

This way, Thundurus will have a 31 in Speed, so it will tie with other Thundurus / Tornadus. It's better than being outsped, right? :)
 
Im running bulky thunderus for double battles. It's gonna only have 20 speed ev's. Not really worried about getting outsped.

The new rule bans Ram Hacked Pokemons not Emulator abused. I forgot to put those up as Emulator abused. I would be doing that soon. I just need to get these Pal parked.

Yes, those are tradable as long as you are ok with Emulator abused.(You won't find anyone with 3rd Gen Legends, who have flawless/near flawless IVs on a retail cart, let alone shiny)
