When ST Gothitelle will be released, what can it trap and setup CM and Substitute on in OU?
I think nothing, because Psychic isn't a good defensive typing

You answered your own question. Gothitelle most likely won't be viable in OU, even with Shadow Tag.
 
How does Heatran learn Eruption? And how competitively viable is it?

It came from an event from Pokemon Rangers: Guardian Signs in which you have to transfer the obtained Eruption Heatran to your Pokemon Platinum game, and then proceed to transfering it to your Pokemon Black & White copy. Heatran can only have a Quiet Nature in order to use Eruption on a legal set, so your best shot at using Eruption is in a Trick Room team. It's not really competitively viable since it's really hard to pull off unless you have lots of support.

Heatran learns Eruption through one of the Pokemon Ranger Games, iirc.

As for viability, it's completely dependant on the team you're using. Given Heatran's sub par speed in OU, it needs to Choice Scarf to make full of this. As a result, you'll also need a good spinner / Wish passer to help keep Heatran at as much health as possible. I haven't seen many people use Eruption Heatran, but it certainly looks very good on a Sun Team with the correct support.

And if you're looking for a timeline for how long they'll take to actually hit the site, you're looking at around a couple months for all of them. We probably won't finish updating absolutely everything until like September, as there's a lot of minor tweaking to be done as well as the big stuff. Just be patient for the time being.

It hits exactly 329 speed. It outspeeds by one point every base 100, such as max speed Salamence, Volcarona, and everything below, like Hyderigon or Haxorus.

Just to add on, while Raikou loves the coverage from Aura Sphere, it's usually not worth it unless you're using a Scarf set. With a Rash nature, Raikou loses out on the ability to outspeed a plethora of important threats, including (but not limited to) the Incarnate genies, Thundurus-T, Infernape, the musketeer trio, Keldeo, Gengar, Lati@s, +1 Scrafty, and Modest Scarftoed.

All of these as a last move slot have their uses, and it's completely dependant on your the rest of your team. As for your moveset I'm assuming you're Swords Dance / Extremespeed / Close Combat, which by choosing a different last move results in you being walled by something else.

If you pick Bullet Punch as your last move, you will be walled by Jellicent, Gliscor, Reuniclus, Dragonite, Latias, Mew and others, generally bulky Pokemon that can hit Lucario hard as it tries to set up. Additionally with Bullet Punch, you get the added bonus of hitting Terrakion, Toxicroak and Mamoswine harder -- dual priority with Swords Dance is very deadly to face.

If you pick Crunch as your last move, you will be mainly walled by Gliscor and Dragonite, which does seem a lot less than using Bullet Punch. However, you do lose dual priority, and being able to revenge Terrakion is a lot harder. You also run the risk of activating Justified on Terrakion / Virizion as they switch in, which is problematic as both outspeed Lucario. However, you do gain the benefit of being able to hit Latias, Mew, Jellicent, Reuinclus and Tentacruel harder than previously, all of which are Pokemon that can take on Lucario otherwise.

If you run Ice Punch as your last move, you will be walled by Jellicent, Mew, Reuniclus and a few others. You lose the ability to hurt Lucario's more common switch ins, but with Ice Punch you hit Gliscor and Dragonite, as well as variants of Latias. This is great because Gliscor is one of the most common switch ins to Lucario that don't carry Ice Punch. Running Ice Punch also allows you to hit Dragons in general a lot harder, meaning they cannot switch in risking being 2HKO'd after an Extremespeed.

All of these are good choices, in my opinion it's all down to your team composition. For example, if your team already has ways to deal with Gliscor, then the need for Ice Punch is less, so you can afford to run Crunch or Bullet Punch. Here's a rundown if you don't feel like reading all of this.

• If you have a problem with Terrakion, try Bullet Punch.
• If you have a problem with Jellicent and Reuinclus, try Crunch.
• If you have problems with Gliscor and Dragonite, try Ice Punch.
 
Is it okay to trade an egg from Pokemon Box to a Ruby or Sapphire cart if the GBA cart's internal battery has run dry?

I would assume it would be okay, I think the only things a dry internal battery limits are time based events so i dont see why you couldnt transfer it over
 
What offensive Pokemon are only checked by Scarfer's or priority? When I say this the Pokemon along the lines I am thinking of are Tornadus-T, Terrakion, and Gengar. Pokemon where most teams rely on using Scarf-user or priority to handle them as opposed to a bulky resist. So for example Jolteon is not one of these Pokemon even though it is fast because of its ability to be easily countered by almost exclusively bulky Pokemon like Blissey and Ferrothorn (Scarfer's at base 70 can only tie).

edit: IIRC Jimboon I think Tentacruel is hit harder by Close Combat than by Crunch. 120*1.5=180 180*.75 = 135 base power while Crunch is just 80 Base power
