Toxicroak sets up on it, Sub Gyarados sets up on it (can't switch in on scald), Alakazam can set up subs if it protects and threaten an ohko, Kyurem sets up on it, Amoonguss can sit in front of it all game and paralyse it, Jellicent only hates toxic/toxic spikes, Latios/Latias can sit in front of it and threaten it's whole team.
These are just some examples of OU pokemon and pokemon that love lining up against rain in general (i.e. amoonguss)
Psyshock Starmie is also a solid Tentacruel counter, assuming you invest in Special Attack. It also Spins away Tentacruel's hazards and doesn't care about status or damage thanks to Recover + Natural Cure.
If you're particularly worried about Tentacruel on rain teams and want to take it out, Sand with a spike stacker and a Jellicent is the best team to bring. Great team structure if you want a great advantage vs rain and makes it very easy to nullify Tentacruel's Rain Dish and wear it down when TTar / Hippo don't care all that much about it's weak Scald. However lacking the weather / counter to it makes it much harder and unless you want to outstall it (good luck outstalling an everlasting Spinner) you'll just need to have pokemon that can force it out and threaten the entirety of the other team (Thundurus-T and SD Haxorus in rain always can do this to every team for example). If you don't want to use those two you pretty much have to roll the dice and hope you get a team you can weaken to the point where one of your own pokemon can threaten a sweep.
Thankyou all for the great advice - the biggest problem though is that I am also running rain and it is one of the things my team struggles the most to get around. I already have calm mind latias - perhaps I should just try using it with psyshock. Definitely going to consider Toxicroak, Starmie and Celebi though.
Another option would be Reuniclus. Magic Guard prevents it from being worn down by poison damage Tentacruel would try to inflict, it's bulk makes sure Scald won't be doing much, and it hits back with a super effective STAB Psychic or Psyshock.
In general, should amoonguss have hp ice or fire (or to an extent, rock)? I realize that hes walled by something no matter what and the team needs to support and have something to counter those things, but im just curious.
this is the key phrase to remember. it depends mostly on what your team needs amoonguss to come in on, and arguments can be made for either move. i know this is a bit of an unhelpful cop-out, but there really is no "should" to the question. on weatherless though, hp ice is "generally" better (being very general here) because amoonguss makes a good rain check, and hp fire is basically a wasted moveslot if amoonguss will often have to fight in those conditions. you won't even be denting forretress with uninvested, rain-cut hp fire. if you run your own weather, rain is not as much of a problem so you'll have an easier time abusing hp fire if you choose to run it.
you might also want to consider sludge bomb for the neutral coverage, since with stab its power will be comparable to 2x hp ice. personally i prioritize clear smog over all of them if there's moveslot conflict. the slashes used on the set on-site are very good imo:

stun spore / clear smog (i personally think these should be reversed, but they basically do the same thing... anyway let's not get into this argument again)

You definitely have to be worried about sub toxic tentacruel though, as that beats jellicent 1v1. And if you are running rain as well just pressure the tentacruel with pokemon it doesnt want to go against like yee said. Don't pack your team full of pokemon like Politoed, Forretress, and other pokemon that tentacruel just loves coming in on.
And it would be better if you just asked the question Salamene97 lol.

I'm using Darkrai (Dark Void, NP, Focus Blast, Dark Pulse) + Wobbuffet on my DW team, as a lead pair. Both are capable of giving me the upper hand early game.
Is there any way to reliably counter Deo-S leads? Taunt is Wobb's worst nightmare, and considering that Deo-Ss occasionally carry Magic Coat, Darkrai isn't my first choice either. Even if I have something like Substitute, it's possible Deo-S uses SR instead, and switches to a status absorber/ something like that. So, the main problem is Deo-S's uncertainty and a wrong move can have Darkrai fall to his own Dark Void.
BTW, will it be good to replace Focus Blast with Substitute? I do get protection against status and priority users, which is quite important. If there's a better item for lead Darkrai, tell me about it. Right now, I'm using Wide Lens. An 88% acc. Dark Void is sweet, and with it, even a 77% acc. Focus Blast isn't exactly horrible.
I was also thinking of putting Trick somewhere if possible, as Wide Lens isn't the most useful item in the game, and Darkrai can possibly obtain Lefties/Scarf/Specs, which can be quite handy. That being said, tell me if the Scarf+Trick set would be better for my purpose. I have tried out that set in Ubers, and the biggest problem I have with Scarfrai is I just can't get the combination of moves right. So if suggesting me to use that set, I'll highly appreciate if someone can tell me the best moves to use on a Scarf+Trick lead Darkrai.

short answer: sure cores can be balanced, they can be anything
core is a pretty loose word; it just refers to 2-3 mons that have some really nice synergy with each other, so beyond that it can refer to anything you want it to. people have even referred to 4 mons as a core although i think that's a bit of a stretch. generally the concept of a "defensive" core is that the members wall the things that their counterparts are threatened by, where as an "offensive" core's members will threaten or destroy the things that wall their counterparts, but qualifying adjectives like "offensive" or "defensive", although useful for understanding how a core works, are not truly fundamental to the general concept of a core.

What, about your DW OU team? Yeah, go ahead.
You can use Prankster Taunt to shut down Deoxys-S with Whimsicott, Sableye, Tornadus, or Thundurus. You can very well run a monoattacking set with Darkrai because nothing is immune to Dark and if your opponent brings in a resist, you can either put it to sleep or boost on it, so I would definitely suggest trying Dark Void, Nasty Plot, Dark Pulse, Substitute. At this point you can use Leftovers for survivablity, Lum to avoid status or you could opt for BlackGlasses for extra power. Scarf Trick Darkrai is possible, but if you really want to put something to sleep before using Trick you'll be forced to switch out that quickly. You can always experiment and see what works best for your team.

Black and White Iv Help?
Ok so im building a team, But two of my Pokemon require Specific Hidden Power IVs.
i know theres calculators online but id like to know more about gaining the Specific IV for Hidden Power.
The Pokemon i will be using is Bulbasaur and Pichu training them to be Venusaur and Pikachu, Venusaur needs a IV of 8 for Fire Based Hidden power and Pikachu needs a IV of 13 for Iced Based Hidden power, Any one know how to do this?
and if its Breeding Related Which Ivs for Each parent pokemon should i use im total NOOB

If you are talking about playing on cartridges, check out the Wifi forum http://www.smogon.com/forums/forumdisplay.php?f=53 - the guys there should be able to help you with breeding for specific Hidden Powers among other things.

i still dont get it, should i breed male and female bulbasaur/pikachu withe those IVs? by setting the IVs on PokeGTS Generator?
ames has given you the spreads you want - those spreads are the ones that give you those particular hidden powers (idk why you'd use random IVs like 8 or 13... all that matters is if they're odd or even, iirc). you need to browse the wifi forum and learn how to either RNG the pokemon to get the IV spreads you desire, or pass the spreads down by breeding. personally i don't play on carts so i can't say how. as ames said, the wifi forum is the place to go. we don't really concern ourselves with the mechanics of breeding here in the OU section. http://www.smogon.com/ingame/rng/bw_rng_intro might be a good place to start if you want to learn how to RNG. (don't ask what RNGing is, just read it)
alternatively, you could go looking in the various giveaway and trade threads to see if someone will be nice enough to provide you with the mons you want, free of charge. but don't go starting a thread saying "omg can someone give me this pokemon!?!" or you'll surely get locked. familiarize yourself with the resources available to you and proceed from there.

Magic Bounce Espeon/Xatu and Taunt Tornadus are your best bets at preventing lead Deoxys-S from getting up hazards. The latter beats screener Deoxys-S as well.
