Get the Pokemon to at least level 25.
So I am EV'ing in attack and I gave my poke 10 vitamins for attack.
Then I equipped pokerus and the attack power item.
Then I killed 12 Seaking/Gyarados with the power item and 2 without the power item.
Am I done EV'ing in attack?

If you wanted 100+12x12+2x2x2=252 EVs, then yes.
If both parents have a 31 in a stat is a passing of the stat guaranteed?

if a guts pokemon, machamp say, is given a status condition, but has also boosted its attack some other way, say it was baton passed swords dance(s), how exactly does the guts attack boost interact with the other boost(s)?
just to clarify, lets say it was baton passed two swords dances. so its attack is now 300% of its original stat. if it now gets burnt/etc, will its attack become 450%? (the burn multiplying its current attack stat by 1.5.) or is it just 350%? (the burn simply adding another 50% of its original attack stat to its current one.)

I want to say 259, assuming Blissey has 252 HP EVs as well, but I'm not entirely sure. I think I calculated this the other day, though.

You're absolutely right about it being 450%. Ursaring's hardly fragile, though. Unless of course it's burned or poisoned. ;)
It's been noted quite a lot before that there are some problems with Metalkid's calculator, the damage it gives is a bit too high.
Be wary of that.
Electivire's max speed (assuming no boosts/no Scarf): 317
Gyarados's speed with 184 EVs: 244 -> after one DD: 366
