Oh shit... Manual re-entry.... -_-

I accidently deleted my Pokemon codes once, after that I copy them over to the little box on the right before I go messing around with adding codes or that so I at least have a back up in case I do it again.

Yeah, its a stupid question, that's why I'm posting here! Phione is listed as UU on the Strategy Dex, however there is no comentary, and I was wondering if it is labeled in the correct tier. Also, do people even use it?!?!

Yeah Phione would be UU iirc. I use it on my rain dance team. I like it better than Dewgong because Rock/Fight weakness is harsh.

I run it with

Phione @ Damp Rock/Lefties
Ability: Hydration
EVs: 252 HP/128 Def/128 SDef
Calm nature (+SDef, -Atk)
- Rain Dance
- Rest
- U-turn
- Surf

The EV's aren't specific, just a split of the defences. It works pretty well.

How do you breed for IVs?
It might seem like a stupid question but I never really got it. lol.
Also is there a site that has the basics of it that I can learn read it there?

Is there any reason why the Magnezone analysis recommends enough Speed EVs to outspeed Skarmory with its main EV spread? I can see why outspeeding things like Forretress or Metagross would be important since you want to Magnet Rise before being EQ'd but what can Skarm do to Maggie besides try to phaze it (which would go last anyway)?

There's always the problem of it dropping Spikes or Stealth Rock before it dies. Outspeeding Skarmory to stop that happening is probably the reason I can see for it.

You use the EV reduction Berries. I don't remember which ones they are off the top of my head, but they increase happiness and lower ev's. You should be able to find them easily.

Smeargle @ Choice Scarf

Uses Transform. Is Smeargle now able to use one of the Pokemon's moves that it transformed into?

Yes. (found a post with Obi stating as much back in January; thank God for forum search!)

And when Smeargle is withdrawn, does it change back to Smeargle or stay as the other Pokemon for the battle?

It changes back... 99% sure on that one.

Here's one that's always been on my mind...

If I've EV trained a pokemon and then dumped it into the Daycare it would get the same stat gains from Daycare levelling as it would from training, no? This has always been my assumption, however I've often had this creeping feeling that they might not level the same and thus haven't been game enough to test it out for myself.

This is probably a really stupid question. :P

How much attack-ev does a Base 95-atk none stabbed with Life Orb need to kill standard Blissey 100% of all time?
You're going to need to be a bit more specific with what attacks you're looking at.

but for fun, you need 965 attack to guarantee an OHKO with a base 95 physical attack on a 657 hp/130 def blissey.

You can't guarantee the OHKO but with 252 EV's your range is something like 87-102%, so if Bliss has any damage it'll do it. Big investment though.
