It really depends on the set you are using. If you are using it as a Specs sweeper, simply max out speed and special attack. I don't know about the support sets though.
 
Latias is OU now, which furthers Dragonite's descend into obscurity. Which Pokemon is better in the support category, when used on a standard relatively offensive team?

Who would you choose? Btw, I'm wondering because I've been using the support Nite, but want to know if I should change it to Latias. I can't tell if Heal Bell is all that useful.
 
I would personally use Latias: she is faster without having to invest in speed. Heal bell is meh if you have Blissey, and Latias has a better attacking stat if your attacking move is special. A resistance to electric is arguably better than one to grass, simply because Electric attacks are all over the place.
 
i'm leaning to latias at the moment because of lack of SR weakness, combined with high speed that lets it run 0 speed EVs, meaning it can focus on SpDef more.

It might be worth comparing weaknesses as well.
Latias is weak to Dragon, Ice, Bug, Ghost and Dark.
Dragonite is weak to Dragon, Ice (4x) and Rock.
Here, we see that Latias is weak to more common attacking types, but does not have as big a weakness to Ice and, as IceTime said, is not weak to SR.

The IVs are virtually perfect! The nature doesn't hinder anything, so I'd say keep it.

Blissey completely walls latias (she only fears the trick-specs variant). Bronzong is a decent counter, especially if it has heatproof (for the occasional hp fire). Scizor resists her stabs and can hit hard with pursuit\pullet punch\u-turn. Metagross can pursuit\meteor mash her for massive damage, and also resists dragon and 4x resists psychic. Jirachi is in a similar position and can hit hard with u-turn\iron head.

Usually Hypno is Baton Passing Nasty Plots, which Espeon and most others don't have access too, so it's not outclassed in that sense. However; if you are planning to pass Calm Minds, it usually will be.
 
What happens when a Scarfed pokemon uses Transform? Can it just use one move from the foe's moveset, or does everything fail?
