In Emerald, you can get good IV spreads for the roaming Lati twins, but their IV spreads are crap for the roaming counterparts in Ruby/Sapphire.

Yes, the IVs are set when you choose a color. There are a few Youtube videos that show how you can get good IV spreads in Emerald by taking advantage of the RNG.

Modest is generally the preferred nature, with some 192 Def / 160 SpA / 156 SpD EVs. Maxing HP is generally not a good idea since Lapras has a high base HP, so just give it EVs in defenses instead.
 
You get the most leftovers recovery if your HP is divisible by 16.

EDIT: I would just take however many EVs from any stat (probably Sp Atk) and just place them to get that number if you want it that badly.
 
To get maximum Leftovers recovery, you just need a to make your HP divisible by 16.
I don't really understand your second question though >.>..

Just wondering, are there any "counters" to Darkrai that would fit well on an Uber stall team?
 
darkrai is pretty much the hardest pokemon in the game to counter. you will usually just need to pack a sleep talker who isnt weak to dark, or just sacrifice a pokemon to sleep.

i used to use a rest sleep talk thunder surf kyogre on my stall team as my darkrai counter with max hp and defence

I had good luck using Heatran with HP Grass and Expert Belt. Many people tended to play as if my Heatran were Scarfed, so I was able to get a few surprise kills on some bulky waters, Swampert in particular. IIRC, if you use the SpecsTran EV spread, Vaporeon fails to OHKO with Surf as well, and HP Grass will 2HKO. Doesn't work for Starmie, though, unless you HP as it switches in...
 
I used to use a careful Tyranitar as my main switch into Rotoms, Zapdos and Jolteon, but he attracted way to many bulky waters. These pokemon in particular make give my Gyarados a hard time sweeping. Is there a pokemon that could replace Tyranitar that could handle most of these threats? Something with good special defense with a recovery move that can screw over bulky waters and not be too worried about Rotom Zapdos and Jolteon?

Celebi? Good defenses, Grass Knot, Recover... sounds like what you need.

Was this aimed at me? If so, then I can't really say, since I usually didn't switch my Heatran into those Pokemon, but I don't think it would be particularly wise... I also switched to UU right around the time SpecsJolt started becoming popular, but I'm pretty sure Thunderbolt will be a OHKO if you don't use a particularly bulky spread. I don't believe Scarf Rotom-A will OHKO with it, but it will deal a hefty chunk of damage, plus it could ruin your "surprise bulky water switch-ins with HP Grass" strategy by Tricking Scarf onto you.

It was that way in D/P, so that's the way it's programmed in shoddy.

As to why is isn't fixed, try because there are other things to do. There are masses of other shoddy glitches (some are just changed D/P mechanics, not really glitches). Believe it or not, there are other things to do besides look for every glitch and fix it ASAP. And seriously, you go and try to manipulate the shoddy code to get it working. Sometimes things are a tad more complicated than "Here's the problem, Bam it's fixed" (not sure if this is one case, just saying).

Not trying to snip at you, but there has been a lot of attitude of "Why isn't this done yet?" and the like. It irks me.

there are plenty. sdape, baitran, lo empoleon, any form of salamence does an okay job, mixgross, explosiongross, etc etc et fucking cetera.

of course for dealing with rotoms you could go with some form of extremely special defensive metagross set with pursuit and explosion, sorta like ipl's trappergross. I dunno if that can really beat rotoms but it'll get the job done okay and lure in bulky waters and blow them up so gyarados can sweep.
