I am having trouble iv breeding for hp-ice on a cyndaquil. The Dad has max iv's in sp.atk and spd, and the Mom has max iv's in sp.def and sp.atk.
Am I doing this right? The Dad does actually have hp-ice but its only with a power of 49.

Yes, you are, just wait until the offspring inherits the triple flawless (31 sp.atk\sp.def\spe) IVs. According to X-Act's breeding probabilities calculator your Probability is 1.865%, or 1 in 54 eggs of hatching a triple flawless baby. Good luck.
 
How do the five turns of rain dance work? Is it like this:

Turn 1: Pokemon X used Rain Dance!
Turn 2: Rain continues to fall.
Turn 3: Rain continues to fall.
Turn 4: Rain continues to fall.
Turn 5: The rain has stopped.

Any suggestions for EVs?
2) Is Lapras vaible for Hail?

Unless you have Damp Rock as your item, yes.

1) I wouldn't use Ice Ball, even late game. Anyways, with Blizzard being your only special move, you should aim your sp attack EVs to hit something specific, then pump the rest into HP/Attack. Even without Investment you can 2HKO Hippowdon, I don't know if there's anything more specific that you'd like to hit.

2) It's kind of redundant alongside Walrein.

But it won't load for me. Any idea why? I installed the most recent java/etc.

Do you have a Java Console installed?

What is my doubles team missing? Can't seem to fill the last 3 spots.

I think I need fast sweepers to switch in on sleeping PKMN, any recomendations? Or maybe some strong sweeping PKMN with agility?

I was thinking of adding a Garchomp with Life Orb and Swords dance. Maybe a Gengar @ Expert Belt? Electivire for the good coverage?

Edit: I just got an idea. What about a Kingdra? I can set up a free RD on the sleeping PKMN.

You mean using Hidden Power, Natural Gift, or Toxic. Because Luvdisc has NO moves outside of those "every-type" moves and Toxic to hit Shedinja Super Effectively. Luvdisc comes close to KOing max Sp. Def Magcargo with Surf. XD And Deoxys-Attack...
Wrong, I looked it up on Serebii before posting to make sure I wasn't wrong. It learns Bounce from a Platnium Move Tutor.
 
When you use VS.Seeker to battle people again, when do the trainer's pokemons get stronger? Does every trainer's pokemons get stronger or only a few?
 
Certain events ingame will cause their level cap to increase. I believe beating the Elite 4 and beating/catching Heatran are the big ones. How strong a trainer's pokemon gets is entirely dependant on who it is, it's not a universal growth (some people will stay level 9 while others can get to 60).
 
Oh I see... I just battle this guy using Vs.Seeker, who's pokemon happened to be in their 40's. Using no battery charge, I used it again, and battled the same guy right after. Suddenly all his 3 pokes grew to 50+, to their final form. Just wondering what could have caused that?

EDIT : offtopic - I read that warstory about VARK from your sig like 3 days and I was cracking up like hell, haha. That's pure epic

You hit multiple caps before you Vs. Seeker'd the trainer even once and so it updated with every battle. I think.
