Due to Mamoswine's awful defenses you would be better off going 252/252 in Attack and Speed. The 66 HP EVs will rarely help it survive a move.

Scepticallistic is quite right, you can't breed ditto
So how do I get a good ditto then?
Is Volt Tackle and Wish an illegal combination on Pikachu/Raichu?

Didn't realize Pichu learns Volt Tackle when bred with a Light Ball... So, it should be possible to breed a male Pichu that knows Wish first, then breed two Pikachus with Light Ball(s) to get both moves, correct?

I suggest glaceon + hail
since the new platinum game (and event, in case of rotom and skymin) is required, they can be difficult to obtain
same reason for banning manaphy, jirachi, mew, celebi, sometimes stuff like deoxys, etc
on shoddy, everyone can be customized, thus eliminating the need to "catch them all" (arceus is probably banned on uber ladder for being too cheap-same would go for smeargle if it had real stats other than fair speed)
i have never heard of origin giratina being banned, though i would not be surprised
Can smeargle really learn every move. i was thinking of moves that kill the pokemon. healing wish, lunar dance, explosion, transform?

Lunar Dance and Healing Wish fail if there are no unfainted pokemon not in combat. The easiest way to sketch them would be in a double battle with only Smeargle and the LD/HW user alive.
As for transform, if it misses due to fly/dig/dive/etc you can copy it. I'm not positive if you can copy it if Ditto does transform into something else.
And for Explosion/Selfdestruct, do a double battle with a pokemon that has Damp, an exploder, and Smeargle.

Rotom forms are legit because you can still use them in local wireless Platinum vs. Platinum battles.
Jirachi and Celebi are solidly OU while Manaphy is undergoing testing. Mew is Uber. They are still used on Shoddy. Giratina-O is not banned.
Of course, if you're referring to WiFi on DS, Giratina-O, Skymin, and the Rotom forms aren't allowed on WiFi.

What serves as a decent check to bulky waters besides Blissey? The Celebi I ran in the past have taken too much from Ice Beams, so it hasn't done much to help. Doing well against Starmie especially Counterstars is a plus.
Secondly, what is something besides SD Scizor that can really take advantage of a dragon locked on Outrage and set up? I used a CBgross, but it really doesn't take advantage of it by setting up.

Technically, it should work.
Vaporeon does decent, as it can Toxic then Wish + Protect stall. Latias can CM up and recover off damage taken from Ice Beams. Snorlax can just pound away with attacks. You could try Celebi again except an offensive version with LO and Leaf Storm.
Agigross is the first thing that comes in mind. Subpetaya Empoleon can take a +1 Outrage from Salamence and be in perfect range for a Petaya berry boost, but it'll die from priority attacks. Skarm could set up Spikes and then Roost/WW Salamence away.

To the second part:
That would have to be true as it runs off of a bettery. As a battery gets old, it starts to perform more poorly over time. Just like other rechargable batteries, eventually they age to the point where they store little charge. I have no idea how long a DS battery is supposed to last though.
The Slowpoke family can learn Signal Beam, so there's no reason to use HP Bug.
