Is a Pokemon's usage in the OU tier solely used to determine its position among the other tiers?

For example, if a certain pokemon is very frequently used in UU, and has more usage in UU than a certain OU Pokemon, would that certain pokemon then be considered OU?

Yes, usage in OU is the only determinant of OU status just as usage in UU determines UU status (provided something does not get enough usage in OU to move up to there) and usage in RU, one NU is created, determines RU status (provided something does not get enough usage in OU or UU to move up there).
 
I don't know if it's the right place to ask, but how do I get politoed with drizzle? I know it's a dream world ability, but he doesn't spawn in any map. Do I have to find a poliwag and evolve him normally?

Um, you need to go to Pokemon Global Link and make an account there(but first you have to make a Pokemon Trainer Club account). Afterwards, you connect the game to the site by finding your Game Sync code (which is found by going to Game Sync Settings in the Menu that appears after you press start). After inputting the code CORRECTLY (Else you'll have to make another account), you can put a Pokemon sleep and thus, enter the Dream World on the site. This is done by going into your game, activate your C-gear if it isn't on and go to Online and tap Game Sync (You need Wi-Fi connection to do this). Then, after the game uploads data from the Site to itself (Code etc), you will see your Pokemon in your PC Boxes and you'll have to pick one of them. After it falls asleep, you go to the site (Pokemon Global Link) and log in. Then it should say that you have a pokemon that is asleep and that you can enter the Dream World. Click on Pokemon Dream World and play. After you exit (I don't say what to do here as there is a tutorial there), there should be a button that says Wake up!. Click it and the Pokemon you picked will appear in the Entree forest (in game) after you wake up your sleeping Pokemon with Game Sync on your C-gear(also in game). Then you will be able to get DW (stands for Dream World) Pokemon with other, non natural abilities.
However, please note that you need to get quite some Dream points to get a DW Poliwag. More about Dream Points here.

just need to hit hard and break walls? sub
 
It depends of the team. Rapid Spin, Wish or/and Magic Bounce Support is advisable on choice items.

Substitute is good for saving prediction and wall most Toxicroak.

Sometimes a Pokemon's best set, like SubDD for Gyarados, isn't even on the analysis at all. :X

It's hilarious how people are trying to ban essentially Dragonite's only advantage over Salamence. Now, from here on out, I'll try to avoid any arguments. There were enough of them already. So...nothing else? Underrated threat? etc.

Hw does the sub dd set go? It sounds fun actually :D

Also, would adding 56 spD evs on the whimsiscott set to make it 200 spD help it? And taking it out of hp or def, which would be better?
 
who is the most solid Tspiker, and please dont say forretress, he'll wreck my synergy. im thinking nidoqueen, but im not sure...

EDIT: Question- Whats up with the teams anyway. I'm seeing Team Magma, Team Aero etc as groups everywhere. What are they exactly?
 
how much does standard gliscor take from a standard conkeldurr at +2? (payback/stone edge)
46.33% - 54.52%.

A question of my own: Does anyone have a comprehensive list of the Dream World Pokémon that have been released in Japan but not in the USA? I know of the ones in the Pokémon Café Forest, but I know there have been others (including some starters... not sure what gens).
 
i got a way for conkeldurr to beat gliscor.
