I am really in favour of Superpower and Overheat, because they reinforce the idea of this CAP. The idea is to get in, kill the pokemon it's supposed to be countering and get out.

X-Scissor over Signal Beam: The reason I've voted for X-Scissor over Signal Beam is because I want to give the Physical spread more reason to be run: Celebi isn't much of a counter for a set if a Bug-move becomes available, and discouraging it to switch into the physical set means it has more viablity to be used as a Utility Counter set.
