Frankly I find both choices to be vague and frankly unappealing, but favor tips towards Fire Blast's by the virtue that while vague, mechanically it would not simply be smeargle 2.0, seeing as it being able to learn the move by level up would mean it would be legal for it to learn 4 moves by using move tutor to relearn sketch, and would then not work the way it was intended in actual pokemon battles.
