Because the first two wreck Heatran, Hydreigon, and Jirachi's shit, and honestly, I've never seen Destiny Bond used competitively.

Check it. I thought Stun Spore wasn't a big deal, but now I think it really could be too much and inappropriate, especially with the other paralysis moves banned. I don't really even see a reason not to allow Destiny Bond, since it's really situational on most sets. As for Pain Split, I think that if a movepool submitter wants to see how Pain Split vs Sketched recovery plays out, he/she should be able to try for it.
