capefeather's balance is rather what I'm looking for, more so than discrepancy. There's also the fact that there are way too many Scarfed Speed 90+ mons in OU for 82 Weak Armour to work as it should.

Have been watching the process from afar, and while I would've liked one of the options with 100 or more base speed better, I feel that cape's spread is the closest to what could fulfill the concept.
