I realize the offensive stabs are not great, so maybe a high-speed, high-defense scoutmon will be OK. My post was to remind people how fast 100 speed is in OU; only 16 out of 50 OU pokemon have triple-digit speed. 120 speed is insanely fast. I definitey want this pokemon to be fast. But even at 105 speed, you outspeed 40 out of 50 pokemon in OU. That's fast. We don't need to be racing frail hitters like Weavile and Dugtrio. We need to be more in the range of fast scouts like Flygon -- who does just fine at 100 speed. I know Flygon has near-perfect typing, so it's a difficult comparison. But, 120 speed is over-the-top IMO.

(And BTW, technically Latias is not OU yet. It has been unbanned, and can be played on the Standard ladder. But, it has not been used long enough to know if it is OU or not. I'm nitpicking, I know....)
 
Just a quick to post to say Doug is absolutely right on the speed thing. Also, Steel/Ghost is pretty underrated offensively IMHO. Steel keeps Rock types from switching in *coughstratagemcough*, and ghost itself has plenty of neutral coverage, not to mention hitting Psychics and Rev SE. Stat wise, I can see this having an average to above average attack, but not so high as to utilize offensive sets extremely well, with a good amount of bulk. I won't comment on any of the current submissions just yet, however, but some look promising.

is my stat spread. The speed is not phenomenal, but it is pretty good. I feel like base 100 was a good thing to outspeed, a lot of versatile pokes sit there (Salamence, Zapdos, Jirachi). Getting a speed tie with the new Latias will help it to judge the build, as some run full speed and some don't. Mostly though, 110 speed might cause to opponent to reveal it's faster sweeper or scarfer to force you out, helping you to know which pokemon to keep around to stop their late game sweep.

Defenses are better than Crobat or Flygon, but less than Salamence, if that means anything. I think with the typing it's good enough to get some switch-ins on resisted or weaker neutral hits.

100 attack is enough to be taken seriously but not that overpowering. IMO he needed about this much to force some switches to happen, which is great on a scout (that's how flygon does it). He can run a choice band or choice scarf set (outpacing all DD'ers after one DD), whose hypothetical threats could allow him to force some switches, again just like flygon. 70 SpA isn't going to do anything with Shadow Ball and Flash Cannon as STAB's, so it doesn't really matter. It's high enough that he might be able to avoid Skarmory walling him with t-bolt on a life orb set or something.

Basically, the goal of the spread is to make him versatile enough that the enemy doesn't know what he's going to do. This should help him force switches.
 
On top of Doug's post, count the number of Steel Pokemon that are faster than base 100 Speed. That's right... there aren't any!

I'll bandwagon for this Pokemon to be no better than 'Quite Good' as an overall BSR. Anything better than that would be too good given its typing.
 
...and i was just about finished with damage calcs.

anyways, while its true that there are no 100+ speed pokes in steel (fastest non-legendary steel being lucario at 90), they still do exist in ghost. in fact, the non-dedicated tank (dusknoir, spiritomb) and non-legendary (giratina) have an average of 81.375 for speed, which is one of the best average speeds of any type (can only be beaten by fire, dragon, elec, flying and psychic).

problem is, that if we make a scout based on the precendents set by speed of others of its type, then we would cap out at 110. don't get wrong, i know thats fast, but there will still be 7 pokes (aerodactyl, alakazam, azelf, dugtrio, starmie, strat and syc) that are both faster and can cause problems, and only 3 that are faster that we don't really have to worry about. combine this with scarfran and the other counters it will have, then that speed just doesn't seem like a good idea imo.

i can't speak for others, but that was my reasoning for the 121 speed. that way there were only 2 threats (strat and aero) that were faster, so combined with the other counters that would arise it wouldn't be too bad.

90/80/80 defences give it moderate bulk while retaining bias towards offense. Its offensive stats may not look like much, but the scout is still strong enough to make use of them. Speed is of the essence when scouting (or at least, with most moves), but I did not want to be too overly generous with it.

Neutral coverage is nothing to brag about at all unless its a powerhouse like gengar, especially when the best stab move is base 70 power. Celebi and even Rev will both mostly lol at that. Steel is decent for strata and syclant but tyranitar shouldn't be too threatened by it (iron head?) either. I guess it coulda been nice possibly if we were intending to go for a powerhouse though. So not too impressive, I can't see too much use coming out of its offensive capabilities. But yea I agree anything above 115 is probably gonna be overkill.

A Low BST Spread. I think that for once, we should go light on the stats and balance out with the movepool. I think its good for the future of the project if we don't go down the ~540 BST route all the time.

This stat spread only amounts to 485 BST.

Plentiful enough at Max HP to take hits and still at 301 HP even without investment.

88 Atk
Enough to reach 220 Atk easily to 2HKO 0 HP/0 Def regularly (% calcs later, does ~55% on average with Shadow Claw) and has 50% chance to 2HKO Ttar after SR with Iron Head. 302 Max means offense is possible depending on movepool.

85 Def
Respectable and enough to take unboosted Outrages and Dragon Claws with no investment.

35 SpA
Doesn't need gimmicky Special attacking option when Ghost/Steel is rubbish coverage.

75 SpD
Decent amount of SpD

112 Spe
Outspeeds Latias and Gengar and 2HKOs/OHKOs both. Not a precedent; Pruguly has same base.

These stats give our scout the bite it needs to force switches, in spite of it's crappy STABs. Check the Calculations of Offense to see how much of a bite. 117Spe allows it to outpace Jolly Tyranitar even after a single DD, which is something that 116Spe can't claim. However, I have deliberately made it slower than Dugtrio so it can at least grab the KO on a weakened one (assuming this doesn't get Levitate and hasn't used Magnet Rise (if it gets it) on the switch).

55HP/125Def/81SpD:

OK, Dusknoir has 45HP, the Rotoms have 50HP and Gengar has 60HP, so leaves 55HP as the one to take (to keep them all in the middle). As for the defences, 125Def helps it to survive STAB Earthquakes (provided it's Impish and it has 252 EVs in HP and Defense AND the Earthquakers don't use any power-boosting items). Keeping Doug's post in mind, I've deliberately weakened Special Defence to 81. To see how these fare against the competition, see the Calculations of Defense.

51SpA:

admiral, could you please explain why you believe that this thing will have a movepool to rival mewtwo's in effectiveness? thats the only reason i can see for testing all those moves. theres no way it will have avalache, ice punch, earth quake, flare blitz, blaze kick, megahorn, x-scissor, u-turn, power whip, wood hammer, leaf blade, seed bomb, aqua tail, crab hammer AND brave bird. there isn't even a single STAB in that list. who can this be the damage calcs you want to have out?
 
On the subject of speed: An important speed number for a steel pokemon such as this would be 115 base. Why? Because max+ base 115 speed hits 361, while ScarfZone tops out at 360. Base 115 or higher speed can let it U-turn out of ScarfZone, or OHKO it with a ground attack. Lower than base 115 means Zone gets an attack off, and depending on how much sdef this guy has, it may not like taking a STAB Tbolt off 130 base satk. Either way, it's probably something to consider when making stat spreads.
 
@Admiral - That spread is so ridiculous. To prove it Im going to run through the stats.

Why give it 55 HP? Your reasoning is canon, which we don't have to follow here in CAP.

106 Atk IMO is too high. Scoutmon's attack should be somewhere between 88 and 98, maybe (just maybe) we could have it in the early 100s, but nothing higher than 103. If we make the attack higher we are going to have to limit Scoutmon's movepool because we dont want this thing sweeping. Due to poor STAB I think we should lower the Atk stat and give it some more reliable moves.

Whats with the godly defense stat? Scoutmon is first and foremost a scout, not a wall. It does not have to take hits as it will be relying on hit and run tactics during battle.

I really couldnt care less what the special attack is seeing as how this thing should be physical, so onto SpD. I think this (and Speed) are the only stats you got right (or at least close). Around 80 is where we want BOTH defenses so I agree with your 81.

117 Spe is what CAP7 needs, so I agree with you on this one.

my stats needed revision since it is inevitable that physical will in the build bias. also, i have been swayed to drop the speed, mostly in part that my fears of alakazam and dugtrio doing anything to stop this poke happens to be unlikely when they are at 44 and 24, respectedly, on the usage for january. the 118 will allow this poke to outspeed starmie, azelf and syclant, of which syclant is the biggest fear since different sets run earth power and/or HP fire.

the 85/85/95 defenses make it bulkier than many other builds on here, but at the same time less bulk that others. i think it's a good middle path since it can even take a non-STAB SE or two before having to call it quits.

the 96/54 offensive stats reflect the message i recieved from the polls; the community seems to want a poke that is at least capable of scaring of enemies, but not strong enough to sweep, and that has a strong physical bias.

if quite good wins the BSR poll, then all that needs to be done is to drop the Atk by 5 points.

DK's spread really appealed to be, being a very good spread that can actually go mixed. So, I used it as the starting point of my own spread, and then added a few of my own touches to it to make my spread distinct from it.

111 speed, since Latias is the fastest thing I feel that Scoutmon needs to outspeed, being the fastest thing that really nees to be scouted. 86 SpA so Intimidaters aren't a complete problem for it, and 102 Atk to balance that SpA out and keep it within the bias. 81/90/70 defenses to let it take a hit switching in, but not much more, while maintaining the best balance between Def and SpD that I could, which pretty much meant leaving them alone.

And now for an in-depth look at the stats...

82/75/90 are the defenses, and are like that for many reasons.

The 82 HP is pretty average, but is good enough for a pretty fast scout. And it is not totally shitty so I could use the extra points to pump up the attack. It also runs well off of the other defensive stats.

Now 75 def... again, like the HP, didn't want it to be too terrible, but I wanted the sp.def higher. I suppose that it is reasonable, and works well off of the nice usual physical resistances that it's typing has (bug, rock, and dragon) as well as the immunity to fighting.

And the 95 sp.def. Because the speed is so high and allows it to outrun fast special attackers such as Gengar and Latias and allows for scouting, I want it to be able to switch in and not take upwards of 40% on a resisted attack. Plus, Steel/Ghost has many usual special resistances (grass, ice, dragon, and psychic).

Next up is the 100/55/120 attacking stats.

100 attack is pretty good, and allows it to his some unpredictable sweepers hard. Assuming CAP 7 gets good type coverage, it will be able to hit Latias, Gengar, Flygon, Porygon-Z and maybe Dugtrio where it hurts the most.

Next up is the sp.atk of 55. I can't have it too high because it needs to be extremely biased to physical. But it can be high enough to at least 2HKO some sweepers with either low sp.def or a x4 weakness to maybe ice or electric or another attacking type.

And finally, the most important stat, 120 Speed. It is high enough to outrun max speed starmie and everything below it. It also outruns base 120s who only invest in enough speed to pick off those at 115 speed (Dugtrio is the main pokemon that comes to mind here) and ties with others who go Max+.

This is my final submission.
 
I had to completely revamp this spread, because of the current direction of the polls. I raised the Attack and Defense by a good amount, to get it above 20 PSB. I bulked up the defenses a bit and lowered the HP, so I could get the right balance and to get a better defensive output, but not making this guy end up a tank. I also lowered the SAtk dramatically, and raised the Atk, as well as a little bit of Speed. (Just about switching the Special and Physical Stats)

New Spread: 71/94/108/57/99/111
ODB: 7.74
PSB: 27.4
Overall: 319
BST: 540

Here it has a higher Physical tankiness, and less Special tankiness, but overall it takes hits pretty similar to the other spread, albeit better. Salamence needs near to max damage with an LO Dragon Danced Outrage to 2HKO, against a 252/252 neutral mon, and that was what I was aiming for on the whole. (The other spread took more damage from this). On the other side, LO Gengar's Shadow Ball fails to 2HKO with 132 SDef EVs and max HP. (The other spread needed a lot more SDef EVs)

Third Spread: 70/94/108/50/97/111
ODB: 7.8
PSB: 37.8
Overall: 299
BST: 530

Basically this spread was only edited a little. -1 HP, -7 SAtk, -2 SDef, giving it the required 'Quite Good' Rating. Most defensive calculations are the same. Shadow Ball requires 24 more SDef EVs to not get 2HKO'd with, and Salamence still fails to 2HKO max/max most of the time. So yeah, this one is probably a final spread. :o

The defenses took a bit of a hit, especially special defense. I managed to keep the offensive ability pretty much the same though by lowering the speed to 105 since I felt that outspeeding Latias wasn't worth the points. It still outspeeds Salamance and other base 100s however, which is good enough for me.

Outspeeding those things shouldn't be a priority. This isn't meant to be unstoppable. I like 105 speed, outspeeds a whole lot of things already.

Nape kills it anyway; not outspeeding it really doesn't matter. Azelf when used is mostly used as a lead for setting up SR or Screens; not too much to scout, so outspeeding it isn't too important, especially since Azelf's most commonly used item is Focus Sash meaning that even if Scoutmon is faster, it can hang on and return an KO with Flamethrower or something anyway.

Syclant, pretty similar situation to Azelf. Looking at the stats, the vast majority are LO special sweepers, so there usually isn't too much need to scout them, especially since Arghonaut really does a good job of walling it.
