I support 110 speed or higher. Honestly the faster this thing is the better it will be at scouting. Keep in mind that the concept is ultimate scout. As long as we don't make it broken (which is more about speed + attack than just speed), it should be fine. Also, if you could make a case that allocating those speed points into other stats increases it's scouting ability while maintaining a reasonable BST, it would be a good reason to cut speed. We're only talking 20 points or so, though, so that would be a tough sell.
As for the fact that there aren't any Steel's faster than 90 base speed, that's pretty meaningless, unless there is some reason that a fast steel type is broken. To those arguing against high speed, give me less comparison to scouts who do well despite relatively low speed, and more reason why high speed would be broken (or would mess up the stat spread in some way).
Some food for thought: Deoxys E has a "Very Good" physical sweepiness rating of 154.
