That seems worse then Dragon Pulse on Serp given that Scale Shot would lower its speed a stage.

A day late, but with the leak of the new Hidden Ability item, we have more additions to movepools of old Pokemon! Previously illegal combinations of moves and hidden abilities are now legal, expanding the options of Pokemon who really needed it, like Clefable.

So I have an actual curiosity on this and that is... does doing this on a pokemon with unreleased HA (like gen 8 fossils) flag them as illegal in VGC/battle spot?

It shouldn't, because the NPC only wipes out your moves, not change abilities, and by that time. The Hidden Abilities of every single available Pokémon will be legal, thus usable in Battle Stadium and VGC

I don't mean once Tundra releases, I mean right now
Since the item is tecnically available but isn't meant to be, and there are a handful of unreleased HAs (like gen 8 fossils) that would become available with it.

My guess is that the game would flag them as illegal and not allow them to be usable in BSS / VGC, just as BW/ B2W2 did with Pokemon with unreleased HAs.

On the other hand, however, given the huge amount of people running around in raids with obviously hacked shiny legendaries and people using Libero Cinderace in BSS months before its official release and GF botching their own shiny Zeraora distribution (it was fixed in less than a day, but it was still pretty glaring since it was an official distribution that triggered their own hack check), I have my doubts .

The hack check also blocked the shiny Solgaleo/Lunala distributions at first. I'm pretty sure they just remove stuff manually and habitually forget to do it with legendaries with newly legal shiny forms.

From an OU perspective (which gamefreak ignores, obviously), it would hit Toxapex, Heatran, and Tyranitar for SE damage in one moveslot. Only the pink blobs would be safe switch-ins. I'll edit this later with comments on which mons benefit most from the new moves.

There's no real reason. It's just that Celesteela is a non-Grass type plant lifeform, so it gets the plant tutor move.

Rising Voltage actually checks for the target being grounded.

140 BP with no terrain boost is better than 90 BP with no terrain boost in the same way that 140 BP with a terrain boost is better than 90 BP with a terrain boost. If you have Electric Terrain set up anyway, Rising Voltage hits harder than Thunderbolt whether the user is grounded or not.
(Still weird that non-grounded Pokémon are getting Expanding Force and Grassy Glide, though - they actually do require the user to be grounded to get the added effect at all.)
