Okay so I only have a bit of knowledge on what Garchomp does but I know its movesets consist of Earthquake, Scale Shot, Swords Dance, Stealth Rock, Toxic, Stone Edge, Fire Fang, Draco Meteor, Fire Blast etc.
Intimidate solves all of the moves on the physical side effortlessly, it also prevents Garchomp from getting too ahead of the game with swords dance. Being part fairy destroys any chance of it outspeeding and Stone edge is easily tanked. That only leaves moves like Iron Head and Poison Jab. But this alternate chomp outspeeds its base by 1 stat point anyway, either KO'ing the thing with Ice Beam or Moonblast.
Aside from the counter stuff It's useable on its own, being a fairy/fighting type with decent coverage, hitting as hard as it needs to with strong stab moves and taking care of some other pokemon like Landorus-T, Rillaboom, Tornadus and others with Ice Beam. For some gimmicky combinations if you're feeling bold you can always use Swords Dance + Stomping Tantrum for ground coverage, or you could just run mud shot since that's literally all of your good options... from what I remember.
Pastel Veil's just a generic option but it also helps wall Garchomp's Toxic sets.

2): 0 SpA Garchomp Ice Beam vs. 0 HP / 0 SpD Garchomp: 352-416 (98.5 - 116.5%) -- 87.5% chance to OHKO
3): 252 SpA Garchomp Ice Beam vs. 252 HP / 0 SpD Tornadus-Therian: 206-244 (56.9 - 67.4%) -- guaranteed 2HKO
4): -1 252 Atk Landorus-Therian Earthquake vs. 252 HP / 0 Def Garchomp: 117-138 (27.8 - 32.8%) -- guaranteed 4HKO
