Electivire doesn't do to horribly with a CSpecs set, unlike stuff like Aerodactyl:

EVs: 80 Atk / 252 SAtk / 176 Spd

~Flamethrower
~Hidden Power [Grass]
95 Base Special Attack stat actually isn't too bad. Cross Chop will eliminate the worry of Blissey, and HP Grass swamps all over the frog that most Electivire sets fear
