Don't you think your grand plans are a little too close to spawn? I can't see why your city needs to be that close to spawn.
Also, if the Gyrados pixel art was there from before (may i note its been here for a while) why do you think you have the right to demand it to be torn down for your city, something that may interrupt spawn? IIRC, youre able to see the Gyrados from near/really close to spawn, meaning for all we know, Sytropolis could interfere greatly with spawn.

How does that even work considering we have /home and /spawn?
What would be cooler is if it transported you to a giant corn field ala twilight zone.There is a command that ops have called /jail <user> <time>, it disables /home and /spawn for users who are jailed for x amount of time. You can set where the jail is, and use standard spawn protect.
We should make better use of jail. Make an arena out of it. The one who survives gets to keep the belongings in his inv. and all the loot he can get from battling other inmates.
The following types of damage are not reduced by armor and have no effect on the armor itself:
- Ongoing damage from being on fire
- Suffocating inside a block
- Drowning in water
- Starvation
- Fall damage
- Falling into the Void
- Poisoning; e.g., from a Cave Spider bite or a Potion of Poison
- Instant damage from a Potion of Harming
- /Kill command
There's no reason to have a jail for anything other than cosmetic reasons. If people grief then ban them, if they don't then just let them be. Being randomly sent to fight in arena because some admin feels like it will be very infuriating if you're in the middle of something or have valuable items in your inventory. If tennis or whoever wants to build a jail because it looks nice or just for the sake of building one fine, but this whole /jail nonsense is so unnecessary.
