I found Evo stone Scyther with Aerial Ace to be quite a good counter to any Inconsistent user without Toxic. Scyther sets up SD on Protect and then just keeps hammering with Aerial Ace.
It comes down to a stall war, but it´s a possibility. And Scyther doesn´t need to specialized to beat them.

Also, something I didn't notice before, Bullet Seed should be used over Seed Bomb, so it breaks the sub the 1st hit and keeps on hitting for 1-4 more hits.

No one runs Seed Bomb in the first place because Bullet Seed gets Technician boost.

It does the exact same thing in Ubers it did in OU. I'd still be for it being banned there. People have posted logs of sweeping an entire Uber team with Octillery.

I think it should be a clause, or part of Evasion clause AND Ubers.

Funny how Bidoof is Uber now. (Well, only if they have Inconsistent, but still: you could use Bidoof in Ubers for teh lulz and actually win.)

If by that, you mean "allows any half-competent player to use them to single-handedly sweep teams using an entirely luck-based mechanic," then yes.

The Answer is no, you will be allowed to use Inconsistent in Ubers if you like it or not.
