Oh sorry, in Pearl Route 230. And if the pokemon isn't sweet scented, is the Monster Frame 1?

You're going to need Sweet Scent. Otherwise there's no way to be sure that you'll encounter a Pokémon.

OK, do you have a synchronizer of the same nature as the Togepi?
 
I'm fairly certain you don't need a synchronizer, but a Sweet Scenter is 100% necessary. Well, not for this capture as you're using the PokeRadar, but otherwise it is. I've got about 1,000 Tropiuses if you need one.

You also need to make sure the Togepi will appear on the frame you're aiming for. So, if you have your seed, open up the RNG reporter and place the seed in at the front page of it (the page that appears right when you open up the program). Now select Method J from the drop-down box, and input your IVs on the right of the program. Now click "generate."

Now, this will give you the frame it appears on. You just need to make sure Togepi will appear on that frame. So right click the first one and click "Calculate Encounter Slots". This'll give you a number. According to the Pearl Encounter Slots, you need an Encounter Slot of 6, 7, 10, or 11. I'm not quite sure how the Pokeradar works, but I know the frame is advanced based on the number of shaking patches when you use it. Here's a list of how many frames it advances it:
4 Patches = 10
3 Patches = 8
2 Patches = 6
1 Patch = 4
The tricky part is that you'll also have to account for the number of steps and turns you'll be taking to reach that patch, so I'd advance the frame around 16 or 17 less than your target frame. This will give you enough steps to reach a shaking patch, and allow for 4 shaking patches to appear. Just make sure to do enough steps/turns to advance the frame enough.
 
Okay, so I had no choice but to get my shiny event Raikou on my Platinum file. Fantastic. Now I have to deal with wandering NPC's in the Pokemarts. I understand that going to Sangem Town, Jubilife City, Floaroma Town, Hearthome City, Pastoria City, Sunyshore City, the Fight Area, and the Survival Area will make it easier, but how exactly am I supposed to verify that I've hit my seed via coin flips if I have an NPC wandering around?
 
I don't think you can unfortunately. What you can do is calibrate your timer - zomgtimer recommended by toastplusone - so that it's set on the delay you want to hit. You can do this however you want - ie save in front of the pokemart man and do it not worrying about the raikou but changing the timer so you hit teh delay more often than not or doing a quick capture project with that same spread. Once that's done, then go for it lol without checking until after you receive the Raikou. If it's the wrong one, don't save. This method is troublesome, but I believe it's the only way in DPPt.
 
Say, aren't the Legendary Beasts going to be redistributed over Wifi sometime after the Gamestop event is over? Or is that just a European event? Because if it's not, I could just try it again on HG if I can't quite get it right.

I thought NPCs didn't affect the coin flips. Wouldn't you be able to verify your seed with coin flips and keep track of how many times the NPC moved?

how would pokeradar work? Do you use it then sweet scent? Trying to figure out the order of doing it. And once you get your seed, do you need to do it all over again everytime you want to capture or breed?

Probably. Long as I know how much each step they take advances the frame, I can make a tally in a notepad document every time they do.

no it doesn't, PokeRadar generated Pokemon have a seperate set of encounter slots, that are not displayed on RNG Reporter.

I did what you said and ended up with only 1 results... You sure I don't go to Time Finder instead? And I have no clue what to do with the 6,7,10,11 thing.

Those are the Encounter Slots you need. If only one result popped up, there's your target frame.

Edit: You'll have to calculate the encounter slots on your own, because RNG reporter doesn't support Pokeradar apparently.
 
Well how do I breed a 31/31/31/31/31/31 Togepi if my parents doesn't have any 31's? I guess I'll try getting a shiny shroomish. But there's no guide to catching a Shiny Pokemon T_T!
 
if you chain a pkmn, the encounter slot will not matter.
as long as you go into the right patch, 4 steps away, you'll always encounter that pkmn.
That's why you need to find the pkmn you want and faint it, starting a chain of one.
 
Speaking of Pokeradar abuse, the encounter slots are overridden with the Pokemon you start of chaining, but how long do you keep on? I'm using an emulator, so I can easily keep track of the frame. (If frames matter)

you mean the radar still works? if so 5-6 hour's or maybe more or until you encounter the wrong poke or just the grass dont move (wich it suck's),or fly to another area.

What's pokemon chaining, encounter slot, and how do you figure out patch?

oh ok, how do you keep the chain going??
well go to the patch that's always four steps away, and resetting everytime you don't find the same patch four steps away, y'kno?
and if you're a few frames away, you use the journal. :)

what are you doing? normal pokeradar abuse or Chained theorical? if is normal you only need a chain of 2 and abuse the poke it would be shiny(if the target is shiny) if is theorical you need to see the shiny patch

Not quite sure tbh. I want to go for Beldum, so would it be shiny theorical? Also what if I want to go for a none-shiny Beldum, would it be any different? (I like none-shiny better. lol)
