Most Generation PRNG Help / Information

In pokemon platinum when you release the 3 legendary birds ( which are frames 1,6,11 respectively) and you're rng abusing for say moltres at frame 1, do you count the other two as roamers. For example my frame is 867 is set as target, and accounting for the monster frame, is it... 867-1-2(number of roamers) = 864??

If none of the birds are roaming when you boot up the game, don't count them. So in your case you would do 866 advances. If you had Cresselia or Mesprit roaming already, you would have to take that into account.
 
When are Latias' IVs and what not set (from Enigma crystal event). Realised I hadn't done anything with it, and feel like I should get round to RNG-ing it

Same as any other stationary (Method K) pokemon - when you interact with it (Press A ). It starts on Frame 1, but because of NPCs your frame might be advanced by 2 or 3 before you can interact.

What I did was hit my seed and advanced to my target frame and then exited the menu, then interacted as fast as possible. I caught her, and checked how many frames I was off. Then I hit my seed again, and adjusted my advancements accordingly. So if my target was 35 and I hit 37, I would advance to 33 the next time. I would suggest advancing to 2 or 3 frames before your target frame on your first try since you might get lucky and get your target frame the first time.

You can check seed with Elm calls, and they also advance the RNG by 1, yeah?

Yes, each Elm Call advances by 1 and they can be used to confirm your seed and even keep track of your frame (Which helps a lot).

No problem! One more thing: When you hit your seed and get into the game and get into the Pokegear right away, and then do your first Elm call to check if you hit your seed, your frame might have advanced by 2 or 3 because of NPCs (Just like how it would advance before you interact). So, if your Elm responses to confirm your seed was KKPEPK your first Elm response would usually be K, but because of NPCs it might be P or E. So if you do get a P or E, that doesn't mean you didn't hit your seed. I hope that made sense.
 
PokeRNG is better for finding seeds than RNG Reporter. Well, not better, but faster :P

But using RNG Reporter, Iirc you have to use the time finder.

Edit: Actually, I don't think that dl link works. There's one on the first page, but I think you have to download Wichu's RNG Tools as a package for them to work. Or maybe it's just my computer :P
 
It is not classed as international. Where the language is different, this is international (Spanish, French, German, Japanese, Italian).

Quick question then, I am about to RNG Latios. Say if the frame I want is 10, do I do 9 calls, then encounter her so it lands on the 10th Frame?

I've been trying to RNG Latios but keep getting inconsistent frames.

I've saved inside the door of the Pokemon Fan Club in Vermillion City. Entei is the only other roamer left in my Soulsilver file. I need a frame of 26 but according to a post very early in this thread, my frames are being advanced by an NPC, but didn't specify what the NPC was. For example, I advance the frame by changing the radio station back and forth from the Serial Drama (advances frame by +1). I did that 16 times and ended up with a frame of 28, not 26.

Which NPC is advancing my frame, the Bayleef circling around another NPC in the Fan Club (if so, how does it advance it? Does every step it takes increase my frame by +1) or does Steven Stone advance my frame? How should I change how much I advance the frame by?

Bolded the problem. If you haven't caught Raikou yet I highly recommend beating the Elite Four so it spawns, release Latios (or faint it if you have to release it from where you are), then RNG it from Lance's room. If you've already caught Raikou you would be SOL for that method unless you have an AR (either respawn it with codes or use the code that writes the current seed to the trainer card).

Yeah I already caught Raikou so it looks like I have to faint Latios.

I'll save right before the battle with Lance, obviously, but (and I'm pretty sure what the answer already is) if I get the wrong Latios after defeating Lance, I won't be able to reset and start again in Lance's room, will I? I'll have to defeat the Elite Four constantly to RNG it.

I already caught Raikou, so couldn't I just leave Entei alive to verify the seed via the roamer method?
 
I don't think the roamer method is accurate enough with just 1 roamer. I know that with only 2 roamers it can't determine the seconds properly most of the time so... Radio seed is the best bet IMO. I think it should be in the first couple posts of this topic.

in other words, what does "(E skipped)" mean?
 
It would have gone E, P, K, E, P, P, P, K, P, P, K, K, E but the first E was skipped due to the roamer. So you start at P instead.
 
It means that the "E" response will be skipped and he will start with "P", most likely due to a roamer.
