Yeah, that's what you need to do. Make sure your delay stays the same, though; figure out how long it takes you to press Continue after SRing, and actually reset your game that long before.
I find the easiest way to get the right seconds, without an external clock, is to find a seed with a seconds value of 19.
This is because if you change the clock, turn off the DS after the 'Settings saved' message, immediately turn it back on, and mash A, that's the time that elapses from when you changed it. It means you don't have to synchronise it with an external clock, allowing you to abuse on the move (or without a computer).

This is partially true. However, a particular seed doesn't always generate a movement. It seems to depend somewhat on the save file prior to. I tried hitting a 31/A/31/A/31/A spread three times over my vacation. I hit it twice without a hitch. The third time, I had the NPC problem. I suggest resaving then trying again, making sure you are on a frame that is a multiple of 2 under the target.
I'm going for an Adamant Scyther on frame 1226. Encounter slot #6, which is a scyther. 1226 - 2 = 1224, no roaming legengs, so it's 612 taps. Once I hit my delay, I confirmed it with coin flips and made sure the guy on the left didn't move while I was flipping the coins. I did all the taps, then sweet scented, without moving. I ended up on frame 1268 with an Adamant oddish.
What did I do wrong?
Is there another way to confirm what delay I alnded on, other than the coinflips? I found a guy the turns around on the route I'm trying to catch my pokemon. He moves much too often to get 10 coinflips in. Would swet scenting a pokemon to catch it and find the initial seed work? Or would it mess up the frame?
