Are you listening to Pikatimer rather than looking at it? See my noob guides for details on this, but it's better to listen.

Also, I have experienced RNG projects where the delays swing back and forth without reason, but then the next project, the delays are back to normal. Expect weirdness and glitches in anything electronic, and try again the next day to see if everything is better or try another seed instead. But first, try listening to Pikatimer rather than looking at it, if you're not doing that already.

You're on DPPT? You forgot to click that odd/even should match box.
 
I just did everything and my charmander wasnt shiny. I tried again and got no elm matches

Your math is not correct. The formula is target frame subtract min frame, then divide that answer by 2. You must always have an odd target with an odd min frame. You must always have an even target with an even min frame.

So your target frame must be either 23 or 21 (or another odd number).

Example 23-7= 16

16/2= 8
 
Chamonmmy thanks for clearing that up for me and yea my first target time i was going for was 21

and yea i just noticed my math was wrong thanks alot im gonna write that down so i don't forgot :)


so that means my save frame would be 8
 
You're doing this on DPPt right? If you are, then no, that is not a save frame. That is the number of journal page flips. Maybe you should check my Noob guide for DPPt in case that might help you.

everytime I try i get a delay around here
the delay has to match up perfectly right?

That is correct. The delay has match up perfectly. If not, then reset and try again. It may take awhile if this is your first time, but eventually you'll get the hang of it.

EDIT: Ive been sitting here for hours trying to hit my target time and I just cant.
should I re-calibrate?
 
I saw in Chamommy's Noob guides that when hatching shiny eggs in HG/SS, odd number frames are preferable, yet, so far, I've been only getting frames of either 4 of 6 for my results in the Time Finder for a Adamant Ability 1 Male and 14 when adding females to the search. Is there any way to advance the frame by 1, 3, or any other odd number after hitting the seed so I can hit even number frames?
 
I haven't had any luck advancing using Irwin. You should try different months and years. Also try looking for frames in delays that are higher than usual.

You can always advance by Joey and then reject an egg =]
