Since the Azure Flute was never officially released, any Arceus from that event are automatically considered hacked. Whether you can use it in a battle or not is entirely up to your opponent.

I keep trying to hit my seed, but I can't get it or it throws something else.

With Shiny eggs in HG/SS, if any of the parents hold an everstone, does it mess up the frames? I hit my delay and saved on the last egg (my frame is 13, and I said no to 12 of them) and the egg was not shiny.

Yes, it does. You should never use an Everstone with DPPtHGSS shiny egg breeding.

Be quick. Try using Elm calls to verify if the NPCs have messed up your frame any.

I got him. Best way to do it is to account for a frame advance in the start up and a frame advance for the button delay leaving the menu and catching him. Guess it pays playing all those MvC 2 and MvC 3 matches all these years, I'm pretty good at exact timing.

P.S. (edit): Which method and starting frames are the Hoenn Starters and the 3 dragons you get with Arceus? I'd like to do them next than deal with a hard one like roaming Latias, which I'd like to save until last.

All of those aer Method 1, starting frame is 1 for all of them.
 
Ok, so I've been reading over the first page of this thread for the last hour, and I'm finding it to be too convoluted. There is so much information about everything everywhere it's making my head spin....

I've already figured out how to rng abuse in bw, and that was mostly thanks to the guide that was put together. It did one little thing at a time. First, a few steps and beginner info like params and rng reporter. then a few steps on how to hit a seed and get the desired IVs. then a few steps on how to hit the PIDRNG seed. then put it all together.

All I want to do is figure out how to get a zapdos on ss with 31 x 31 31 31 31 IVs and a modest nature...

So my question is this, is there a guide specifically for hgss that builds me up one thing at at time and teaches me how to do this or do I basically have to spend more time sifting through all the information here?

I learned RNG using the DPPT guide but here's what appears to be a more HGSS specific guide.

If you're using the DPPT guide, just follow Part 4 and remember that in HGSS stationary legends are method K, and you check seeds and advance frames differently.
 
^ to further expand on this the DPPt will teach you about the general way to hit delays, though with timers you no longer need to calibrate like it suggests. If you're doing eggs HGSS is recommended as it is tons easier than DPPt.

Final question:

I blew the Roaming Latias. If I try to move it to Frame 108 then I get kicked back to Frame 116. If I move it to Frame 106 to compensate I get Frame 115. It seems that I couldn't get it to hit Frame 114 consistently. So I released it being it seemed that the NPC's were synced to the game data, it's currently KO'ed, and I've caught every other legendary in the game right now.

Is there any way to RNG this now, or should I just standard farm it because I blew my chance?

Hi just need a bit of advice on using coin flips to check delay/seed in diamond pearl rng
when actually do you do coin flips is it after journal page advancement or before? I'm in front of cresselia after frame 79 so take away 5 frames as method 1 cresselia. that leaves 74 frames so 37 journal pages but do i do the coin flips after jornal pages as a present i'm chasing cresselia around map and then catching and releasing if not correct seed/delay and it taking ages so if anyone can help thanks

So i should open up on coin flip poketch page then check seed/delay and then go to journal flip page on poketch
or is ok to go from journal page to coin flip page
either way i should start journal count whenever i'm on journal?

I didn't realize what a pain it would be just to hit my seed / delay...makes me appreciate the bw mechanics a lot more.

You can RNG it at the Champion's Room. Save one step before the auto walk to Lance. You can either use the roamer method (but this requires the other two roamers roaming) and use Chatot to advance the frame, or you could use the Radio.

Edit: Well since I have to go I'll try to explain everything now. There's a download link for a program called "RadioSeed" that will help you use the radio to RNG abuse. Save one step before the auto walk in Lance's room (it would help to save your Pokegear at the radio). Then just attempt to hit your seed like usual, except when you get into the game use the radio to verify your seed / advance your frame. Here's how you do that:

With the radio, each station advances the frame differently (make sure you have the Kanto radio update!). You have to use either Serial Radio Drama, or Pokemon Search Party (both are the bottom right stations) which advance the frame consistently by 1. Buena's password is also on the bottom right, so if your seed is during the time for Buena's password then you'll have to get into the game and wait for it to change to a diff. radio station. Anyways, to advance the frame: go to the radio. Press the bottom right button. That advances the frame by one (you don't have to wait for the radio station to talk or whatever, it advances right when you press that button). Then, carefully drag your circle back to the middle without getting into another station. Once it's in the middle, press the button again and repeat.

So to verify the seed you hit, you have to use RadioSeed. The program is pretty self explanatory, so I won't explain how to use it. Once you verified the seed you hit, you can switch the mode on Radio seed to "Track Frame". Once you find out what frame you're on, either keep advancing the frame with the radio or you could use Chatots (which are faster. Record a custom chatter. Then view Chatot's summary, and that advances the frame by 1). Advance the frame to your target frame and walk up to Lance, and after the battle once you go to find Latias it should have your target IVs/PID! (

**Someone has reported that stepping up to Lance might advance the frame by 1, although it's pretty uncommon because as far as I know, he's the only user that has experienced this frame advancement**

I see that the newest version of RNG Reporter has some new gen 3 features: Methods H-1, H-2, and H-4 (that use encounter slots), and a "3rd Gen Shiny Egg" feature for R/S carts with dry internal batteries. I can't seem to find any info on these though. Could someone please direct me to it, or has it not been publicly released yet?
 
I'm not sure about RS shiny eggs, but Hozu has a guide on Emerald shiny eggs (Sorry, no link because I'm tired .-.). The link is in his sig.

As for Method H-1, 2, and 4. It's basically the same as Method 2 (as in, how you hit your frame) but there are encounter slots involved. RNG Reporter has a link to the slots in it. 3rd Gen. Tools -> then it lists the tables. There are 3 method H's because... Idk, but you can hit 3. Out of the 3 (at least in Emerald) Method H-2 is the most common you will hit afaik.
 
I give up on RadioSeed. There is no way to search it and tell how many seconds you have in that situation. It makes it nearly impossible to tell which seed you're on and where you have to be. :(

What are you talking about? o.o

RadioSeed is really easy to use, a bunch of users have used it to success, including myself. What's exactly the problem you're having?
