Reading the Venusaur Offensive set, it says to put speed and special defense EV into attack if you use Knock Off. Would the new spread be 232 HP / 24 Atk / 252 SpA or 232 HP / 8 Atk / 252 SpA / 16 Spe ? The 28 HP Gengar mention is where I am confused since I would need 20 Atk to have a 50% to OHKO after Stealth Rocks but won't be at the same speed.
Knock off is mostly used to remove chansey's eviolite and for gengar but if you do opt for knock off run quiet since mega venusaur's a tank anyway.

For what reason does a mon that can run Dragon Claw or Dual Chop run the former over the latter? The moves have the same PP and effective power, but Dual Chop can break through Subs? Is Rocky Helmet/Rough Skin/Iron Barbs damage that influential that they give up the benefit of making Subs difficult to use against them?

I think it is just an accuracy thing. Dragon Claw is generally used for the consistency and as a non-locking finishing STAB, and Dual Chop takes away from the consistency with lower accuracy.
 
BL is a banlist from UU. Placement of a Pokemons tiering is based on usage. It's actually not as fantastic in UU and usually loses to all the Calm Minders in the tier so combat capacity is overstating its abilities.

Most of them have ways to get past it. Calm Mind with some, physical moves and partners for others. Being outclassed by Chansey due to Eviolite is the big one. Gen 5 had perma weather so Blissey was primarily used in that generation due to its access to Leftovers under Sand which made it a better option for teams that relied on weather damage. Perma-weather was removed Gen 6 so as such it wasn't as prevalent and Chansey took its place.
 
What's Tangrowth useful for in OU? Been seeing a lot of people use it.
AV Tangrowth is a great mixed tank, able to check a multitude of dangerous offensive Pokemon, such as Excadrill, Dragonite, Landorus, Thundurus, Breloom, Garchomp, Latios, Latias, Gengar, Gyarados, Keldeo, Tyranitar, Manaphy, and Azumarill. For this reason, it's a good pivot on offensive teams as a catch-all check to strong offensive Pokemon, as well as a few annoying pivots such as Rotom-W.

What does Speedcreep mean ? Ive been seeing that a lot lately
In addition to what DN said, most people speed creep EVs on pokemon that don't run max speed. So some Mega Venusaur run 24 or 28 speed EVs, and some Kyurem-B run 204 speed EVs. It helps against people that just rip their sets straight from the dex. The theory is that the extra point or two in bulk doesn't matter a whole lot, but the extra point in speed can win crucial speed ties.

252 SpA Life Orb Gengar Sludge Wave vs. 252 HP / 252+ SpD Assault Vest Tangrowth: 291-346 (72 - 85.6%) -- guaranteed 2HKO

So Tangrowth doesn't really wall those as well as everything else.

So Tangrowth doesn't really wall those as well as everything else.
Against those two is only a soft check that can win the 1v1. It can take their hits and retaliate with super effective damage.

0 Atk Tangrowth Knock Off (97.5 BP) vs. 0 HP / 0 Def Gengar: 212-250 (81.8 - 96.5%) -- 56.3% chance to OHKO after Stealth Rock (100% after LO recoil)
0 SpA Tangrowth Hidden Power Ice vs. 0 HP / 0- SpD Landorus: 252-300 (78.9 - 94%) -- 43.8% chance to OHKO after Stealth Rock (just need a lil'bit of prior damage to ensure the OHKO)
 
I can think of a few offensive checks:
Mega Diancie, Scarf Tyranitar, Mega Aerodactyl, scarf Landorus.
Mega Manectric, Thundurus.

As for counters, the only ones I can think of are (Mega) Latias/Latios as extremely soft counters. And Politoed.
