Even then, the reason ZA OU was a Pet Mod was because abilities for the new megas were unknown (which required community input to determine). Champions’ competitive data (most importantly the abilities) is set in stone, without room for community interpretation, and thus wouldn’t fall under the Pet Mod category like ZA did.
