Just a heads up, I'm pretty sure that a few lines are missing from your riddle. There should be a line after Gyrados that would be Intimidate taking effect (this one is the most important because we are forced to eliminate Gyrados as an option without it), another one after Pokemon X used ??? for "Pokemon X's attack sharply rose," and a third one after Pokemon Y used Waterfall for Life Orb recoil. Please make sure your next riddle is more thorough.
Then there's Articuno and Moltres that have pressure and are 4x weak. For both of them though, it's impossible since max damage is either 58% or 60% after rounding.
I was well aware of these, and I took them out for a specific reason. If I added them in everyone would know it would be Gyarados for y. Same for the attack raise, that basically gives away the move. Not showing Life Orb recoil makes the reader think about what actually happened. If you understand pokemon you should realize that Gyarados is the only pokemon to learn Waterfall that is weak to SR. Yes I could have made this riddle incredibly straightforward and easy, but really, where is the fun in that? Challenging the mind and actually thinking is one of the best things someone can do. Thus why I excluded a few details.
That being said, I have a few other critiques of this riddle. First, as madjohnflint has already brought to your attention, Gyrados is by no means the only fully evolved Pokemon that learns Waterfall and is weak to Stealth Rock. Off the top of my head, Dewgong, Lugia and Rayquaza can all learn Waterfall and are weak to SR, in addition to any others that may be on the list madjohnflint posted.Trainer 1 switched in x

By rounding, I meant round up if it's >= xx.5% and down if it's less. While in the actual pokemon game, all the stat points and damage numbers round down, there's no such thing as the percents rounding down, because, well, there isn't really a "damage calculator" calculating percent damages inside the pokemon game, so I don't think it's fair to say you "always" round down. If we're not talking about what happens in the actual pokemon game though, let's say we're talking about shoddy, then no, if something gets down to 1HP and hangs on with a focus sash, it says the pokemon lost 100% health and hangs on with focus sash, not 99% from rounding down. So if it is actually true that we always round down, it's merely something we (the players) arbitrarily set for ourselves which I did not know beforehand.If by "rounding" you mean you rounded up, that is incorrect. You always round down in Pokemon. So if the damage was like 59.6%, it would actually be 59%.
Explosion only does 120% according to my calcuator. Maybe I did something wrong. I also got only 308% for Fire Punch on Parasect and 150% to Sunflora (it could have been Sunflora also, because of Solar Power).
B (and 3) could be almost anything because Rayquaza could have tried to use Avalance the following turn and go last.

Really? I was sure Trick Room was it. Guess not, though that works too =/Well done, although I failed to realize that Bellossom got Gastro Acid. The anwser I had was Exeggutor using worry seed, with ??? being "Rayquaza acquired Insomnia," but your solution is perfectly valid as well. I also forgot about Avalanche on Rayquaza- it appears I'll need to examine my next riddle more closely.
I'm also a bit unsure about the damage on Parasect from Fire Punch, as my calculations gave 499.62% as the max, but I don't think that was factoring in Dry Skin's 25% boost to damage from fire attacks. Make sure you were factoring in the 4x weakness, the sun, Swords Dance, and using the proper stats for the calculation and Libelldra should give you the damage output I got.
