No it doesn't, outrage will only target an opponent. It's still not a great move though because it is so unpredictable.NEVER EVER EVER EVER use outrage in doubles. It hits a random target that may be your partner. Also almost all giratina will be using shadow force for its ability to break protect and follow up with explosion

Mainly because people have different preferences. I.e. I would never use Zap Cannon or Dynamic Punch, even with Gravity up, but more then enough people would put it on their Porygon-Zs and almost everyone puts it on Dusknoir.Why would you guess someone to use something when you yourself wouldnt use?
The player with groudon will probably protect groudon and kill shiftry with it partner so its not really a great idea. Ludicolo and toxicroak are better with kyogre as a lead.What do people think of a Choice Scarf Kyogre with a Hasty Shiftry. If you get weather out then kyogre is set to destroy while if sun comes out then shiftry can take out Groudon. I'm going to use Kyogre but I dont want my team to be based around weather. If I'm battling a team whose purpose is to beat weather then I succeded becuase i won't need to cry when my rain stops. I think brute force will win this VGC no matter what anyone says. Taking risks in this VGC is what it's all about. You don't want to battle the same rain dance team everyone is going to use. I know for sure that more then have is going to run Kyogre Ludicolo Palkia Toxicroak. What fun will this be?
Which is more common to lead with alongside Kyogre? Ludicolo or Toxicroak? Kyogre is slow more often than it is fast (Scarfed), right?
For that matter, it would be useful if we had a list of commonly-used leads...

I would put a Bug Pokemon such as Shidinja, Ninjask, Sizor. Scizor would also help because your team of Mewtwo, Latios and Groudon has a large Dark weakness. Weavile is a pretty large threat, considering it can out-speed and hurt Groudon and Latios w/ Ice Shard/Ice Punch and Sucker Punch/Night Slash. and Fake Out.

~ Bullet Punch
~ Brick Break/Super Power
~ Roost
All of the attacks get a bosst from Technician except Brick Break and Super Power. Bug Bite for STAB and hurting grass and Psychic Pokemon like Mewtwo, Latias, Abomasnow, Ludicolo, Shiftry, etc. Bullet Punch is for Priority and STAB. While many Pokemon resist Steel, it is still a good move to have in case you need to finish a weakened opponent before it finishes you. Brick Break and Super Power are good for handling Pokemon like Dialga, Snorlax, and Tyranitar. Roost is for LO damage and might be good on Scizor in VGC because of his type a defense of 100.
