The shiniest of two turds... Let's see:
Jigglypuff was a nice recurring gag in the early days of the anime. That marker.
It is also straight up gay (LOL)
Clefairy is unexplainable and ugly (dem eyes & wings) and has an unexplainable left fang. And is completely unnecessary since Jigglipuff exists.
Jigglypuff: 0 (zero)
Clefairy: -1 (MINUS one)

Gyarados vs Kingdra (badass should-have-been-dragon vs badass dragon)

Honestly Clefairy since it wasn't forced into the spotlight like Jiggly was.

and yes, multiple quotes were intentional. Jigglypuff got way more recognition than it should have simply because 'oh it's pink and round let's make it strong how funny!'
Clefairy because Jigglypuff is a lazy-ass design. Round eyes, round body, round everything. BORING. At least Clefairy had the decency to deviate a bit. And Clefable's conspiracy with Gengar just adds more to its depth, compared to jigglypuff who just sings, and then bitchfits afterwards. YUCK.
Also Jigglypuff is the reason why I hated the anime halfway. Thank god the later seasons didn't repeat something so goddamn ugly and annoying.

No. They both need a link and there is absolutely no link between Meloetta and Gligar. I have a pokemon in mind to face Meloetta anyway.

Both are pretty terrible and pretty uninspirational tbh. Copying what I said about them on #orangeislands because I am lazy.

Just so you know, in the survey for which pokemon characters should get into smash 64 I think it was, Jigglypuff came first and Clefairy came third. They were only split up by Pikachu!
Sorry about not updating. I was literally doing it yesterday when my Mum came in screaming and shouting at me saying that being awake at half 10 was ridiculous and taking the mick etc. etc.
Also I don't know if we should have new titles for every pokemon, but hey, seems good enough. I'll update the OP, since apparently whoever changed the title wasn't nice enough to do that! :P
Also as expected, Jigglypuff wins not only for melee, but also beating people online in brawl (I know, people are still on that all the time) with Jigglypuff is just the best feeling! Also for the anime,

Ninjask vs Shedinja- Split evos that couldn't be more different
Zoroark vs Lucario- Aura vs Illusion; Also among the first pokemon released from their generations
Machamp vs Conkeldurr- Fighters of their generations
Heracross vs Pinsir- Bug rivals

Okay okay lemme make a rule of this. Can nobody post their suggestions for next round in the thread. It needlessly clogs up the thread when we should be talking about the current round. If you have any suggestions, please PM celever, Rodan or I about it. (Although I already have a list of 57 showdowns already).
