I'm sorry, but for me, Bronzong is the best counter to Nidoqueen. He put Stealth Rock like Nidoqueen, He is immune to Earth Power, the only stab of Nidoqueen in this set and to Toxic. The only damages he can take are from Ice Beam who do to Bronzong between 11.2% and 13%. With the Leftovers recovery, I can affirm that this is the best counter to Nidoqueen.
On a switch, every pokemons can be poisoned, except steel and poison who take, for the majority of them, a super-effective Earth Power, except Bronzong.

Nidoqueen is heavily disrupted and stressed by espeon because it has the ability to come in and counter it, as well as bounce its rocks and toxic back without needing to use magic coat. Psychic is a OHKO outright and nidoqueen switching out gives espeon a chance to CM up, meaning that you don't have to cede your momentum with a wall, but instead get the chance to punch holes in teams. Leftovers and Morning Sun make it so espeon can get more than 1 chance to anger the queen even if it comes into an earth power.

- Moonblast
- Diamond Storm
- Heal Bell

Diancie is a counter to Noivern as it can switchin multiple times with ease into Noiverns STAB Hurricane and the coverage option in Flamethrower. Diancie also can set Rocks on Noivern
as Noivern most likely won't dare to stay in and get hit by a super effective Diamond Storm nor Moonblast. Diancie also has recovery in Leftovers, which makes it hard for Noivern to deal with.
In overall Noivern gets hard countered by Diancie and Diancie serves itself as one of the best switch-ins to Noivern and can act freely infront of it.

Florges @ Leftovers
Ability: Flower Veil
EVs: 252 HP / 120 Def / 136 Spe
Timid Nature
- Defog
- Moonblast
- Synthesis
- Heal Bell

Florges is a nice counter because of its ability to switch into Hurricane pretty nicely while being able to threaten it out with STAB Moonblast.
Neither Hurricane nor any of Noivern's Coverage Options deal enough damage to threaten a 3HKO with Rocks up, thanks to the appreciated Leftovers.
Florges on the other hand has an astounding 100% chance to kill Noivern after one instance of rocks damage and Leftovers recovery, which means it's likely to force out the annoying dragon-bat.
It also boasts the ability to recover its HP with Synthesis, Defog or heal the team's status ailments with Heal Bell on the forced switch out, unless it gets taunted, thus being able to stay healthy throughout the game and supporting the team.

Even the most temerarious battler out there should be wary of the legendary Hurricane-confusion into hurting yourself, which can cause your counter-plans to crumble apart. However, the likelyhood of Noivern 1v1ing Florges is pretty minor so don't worry about that too much.

252 SpA Noivern Hurricane vs. 252 HP / 0 SpD Florges: 102-120 (28.3 - 33.3%) -- 0% chance to 3HKO after Stealth Rock and Leftovers recovery
252 SpA Noivern Flamethrower vs. 252 HP / 0 SpD Florges: 56-66 (15.5 - 18.3%) -- possible 7HKO after Stealth Rock and Leftovers recovery
252 SpA Noivern Hurricane vs. 252 HP / 0 SpD Florges on a critical hit: 153-180 (42.5 - 50%) -- guaranteed 3HKO after Leftovers recovery

0 SpA Florges Moonblast vs. 0 HP / 4 SpD Noivern: 270-320 (86.8 - 102.8%) -- 18.8% chance to OHKO after Leftovers recovery
(which will turn into a guaranteed OHKO after rocks+lefties if I didn't mess up my maths)

Rhyperior is a nice counter to Noivern, resisting to its Flying STAB and being able to OHKO it back with Stone Edge (Rock Blast can OHKO with 3 hits only with Stealth Rocks on or a crit lol), he can put a big pressure on the opposing team with his access to SR, Toxic and his powerful double STAB + big Atk, Swords Dance is a nice option but in this case, i would be scared of the Hurriconfuse so I'd rather put Toxic lol.

Gigalith is a great counter to Noivern. He switch on a Hurricane/Flamethrower and take those moves easily. The leftovers increase his bulk and his capacity to counter Noivern. Taunt Gigalith is a pure waste of time because Gigalith can OHKO with Stone Edge, and OHKO with four hits of Rock Blast (if you don't want to be PPStall). With the sandstorm, the leftovers and toxic (even if Noivern have Taunt), Noivern can't win the 1v1.
Your always force Noivern to switch and can put Stealth Rock or Toxic.
