I can't imagine that they would be passed down. Pretty sure you'd have to breed your perfect pawniard in 5th gen, or rather RNG it.
 
Does the Cute Charm +Synchronize Combo no longer work? It seems like you only get the effect of the pokemon in slot one. I believe in the past you could have the pokemon in slot one fainted and get the effects of the abilities for pokemon in slot one and two.

I tried that this weekend, and no, it does not work in tandem.
 
I'm looking for a Prankster Sableye with egg move Recover. Nature and IVs are not important. I wonder trade a lot so my storage is full of very random stuff, including a couple of spitbacks, so just ask - I might actually have what you need.

This is a very nice Mewtwo...
However, on something as fast as Mewtwo, every single Speed IV counts. So no, I'd say toss it and keep trying until you get one with 31 Speed IV's.

I can offer an Adamant Adaptability Corphish with Aqua Jet/Knock Off (random IVs, 31 Speed) in exchange if you need it. The best way to respond would be to this would be asking me via Smogon message

What makes Garchomp powerful is its relatively unique speed tier. You want max speed and the rare spread that doesn't call for it dumps the EVs in bulk so no, you cannot compensate for it by investing speed to make up the difference.
