I believe Drizzle and Drought are banned starting in UU and below. Kangaskhan can be found in Glittering Cave in X/Y. Scrappy is it's second ability so you could try to catch one with Scrappy or use an Ability Capsule on one that has Early Bird and it will switch it's ability to Scrappy.
