Where does it say tweaking (abusing the loadlines of Pokemon DP to reach certain places like Darkrai and Shaymin's location or beta areas) and RNG abusing (using highly calculated moves to obtain whatever Pokemon you can legally design) are hacking? The only regretful thing that happened on my day back is a Poke-puritan like you showing up. But that (Poke-puritans ruining the game) is a topic for another day.

I'm far from a "Poke-puritan" you cur, I RNG heavily, clone and back-up my saves for rencounters outside of trading on reddit. Tweaking is not legal, it never was - they do not legally exist in those games as events - only in Platinum
therefore RNGing them doesn't matter because they are hacks (and they do not pass bank), but it's nice that you picked out
one part of what I stated to you erroneously to allow you to, incorrectly, quote something I'm aware of. Tweaking is not the same as other methods of generation or warping - you are going through game bounds to reach the islands through black space and the associated Pokemon in Diamond and Pearl are simply there by code, as an unreleased event, the same as Azure Flute Arceus.
As for RNG being "highly calculated moves", it's not. Especially, not with what the majority of users use RNGR for - you're simply typing/selecting in dates you want, spread you're looking for, sync or no sync, shiny or not shiny and necessary method then turning on your DS/3DS at X time - you're not doing the calculations, the program is and for emulators it's even less work using a script. You don't even manually have to flip PID anymore through hex.
Edit: You've also asked this before in different ways with different stipulations, from asking if they can be RNG'd (only) to asking with the intention to bring it to Gen 6. Receiving the same answers you received today.
