According to serebii, it shares the OT ID with the Hoopa event from Europe.
Toss The nature is pretty bad. If you want to decide on keep or toss you should find the IVS first. Metal kid calculator is pretty good or the IV judge in your game:)
Those are some decent stats, probably 30-31/30-31/30-31/28-29/26-27/30-31 from the top of my head.
But like Loukas said, neutral natures are bad. And yeah, use Metalkid. :)
Hardy nature has no competitive use.
