Agree with crazy_man , base speed too high + not a hindering nature. Toss.
 
Is it possible to soft reset for perfect ivs in the legendary bird event? Or is it impossible as it was with the Pokebank Regis?

Yes, this might seem like it's a no-brainer keep but I am kinda having doubts. Is Modest Jirachi seen as viable? Seems like the Special defensively and scarfed sets are the ones with any use at the moment. And while this seems petty, that 29 HP IV seems not good... lol

So, citizens of the SQR thread... keep or no keep?

you are better off asking on OU subforum than here if you wanna know about viability. No offense, but I think less than 5% of WiFi-ers have battled anything non-VGC so a lot of answers are based off stylistic points or something else.

If you just wanna know if there is trade value in this forum, well I guess this is the right place to ask since you'll be trading with ppl concerned about a 30 on a defensive stat of an offensive mon at level 50 (when it is the same as an 31 IV when uninvested).

If you really want to utilized barrier, most +def or +spD natures work as long as they don't hinder a defense. Multiscale is obviously the better ability, but I do not think Dragonite is worthless without it since most opponents will figure you have multi scale and attempt to break it with Fake Out or by switching to a check. Inner Focus will still ensure you get a DD or agility in and in these situations can be better than multi scale. In that case, I definitely think you can still run Adamant / Jolly or a mixed nature.

Modest Jirachi 31/4/31/27/31/31

I don't know if 27 in spa is good enough to obtain a good pokemon and if a modest nature is a possible choice for Jirachi. What do you suggest?

Definite toss, boosted stat isn't 31.
